Dear Chair David, Vice Chair Chung, and Members of the County Council,
I would like to submit this letter and written testimony in support of Bill 174, AN ORDINANCE
TO INITIATE AN AMENDMENT TO ARTICLE VI OF THE HAWAII COUNTY CHARTER (2020
EDITION), BY ADDING A NEW CHAPTER TO ESTABLISH A DEPARTMENT OF BUILDING.
NPM Building Supply is a 101-year-old company that has been deeply committed to its
community since its founding in 1921 . In my role as President and CEO of HPM Building
Supply, I lead our company's 16 locations and facilities with over 450 employees on all
major Hawaiian Islands. Our guiding philosophy is to help our customers build better and
live better by enhancing homes, improving lives, and transforming communities. HPM has
been providing homeowners & contractors in our community with HPM package homes for
40 years, with additional services such as home planning, design and drafting services.
As proposed, Bill 174 will establish a new Department of Building, moving the current
Building Division out of the Department of Public Works. It is vitally important for a high
functioning, efficient and autonomous department to be established to help with the
production of homes and development for our island. This bill will develop the framework to
provide transparency and accountability over the building permit process. Our community
continues to suffer from a housing shortage, with over 13,000 housing units needed. With a
focused department with the proper resources to facilitate building permits and inspections,
we can help close the gap and continue to drive economic growth for our island.
