Aloha Council members-
I am pleased that Parks and Rec is bringing these grants forward from 2019-2020! 1 hope that you will keep the Maintenance
Fund moving forward AND I hope the non-profits will get the biggest percentage of the$3 million in Maintenance Funds each
year. As time goes by and more and more properties are acquired, more money will be needed from the Maintenance Fund
to help the "boots on the ground" non-profits do their good work in caring for Hawaii County's treasured lands. Parks and Rec
has stated numerous times they cannot help. As the need grows for more Maintenance Funds, the$3 million cap will need to
be deleted.
When Brenda Ford and I wrote the original legislation for the Maintenance Fund approved by voters in 2012, we thought/
hoped that most of the funds would go to the non-profits. That was the intent. That did not happen at all! I did a Critique of
the Maintenance Fund in 2018-5 years after inception, only 9%of the Maintenance Fund went to the non-profits. To me,this
showed a dismal failure of this program! The purpose of the Maintenance Fund was to support the non-profits good
works. This was the reason why we proposed the 2020 Charter Amendment to correct this failure.
See attached critique of how the funds were spent since 2013.
Mahalo for your service and attention to keeping our island's treasured lands in good repair and condition. I humbly request
you draft the necessary resolutions to fund these grant proposals. Please contact me with questions or for additional
