RE: Department of Public Works Building Division - Permitting Process
Evaluation and Assessment
Dear Chairperson Ms. David and Council Members:
Unfortunately, recently, while at County Council, the topic was not on the agenda, but I
want to include you all in the communication loop as I know you all are dedicated to
improving the county systems as much as possible.
I wanted to provide information about the professional assessment being completed for the
Permitting Process at the Department of Public Works. An experienced permitting person
who is now a consultant and well regarded as an expert has been contracted to assess the
Permitting system and identify areas of improvement based on national standards for
permitting processes.
So far:
Contract was signed July 1st, 2022.
First set of questions were delivered to me July 3rd. Questions were assigned and delivered to
staff July 5th.
Some staff have completed their replies, this week is the expected time frame for the other
replies to round one questions.
There is timeline in place and the final report (for the first phase is due to the County by Sept.
15th). Once received we will look at what resources we will need to implement some, or all of
his recommended revisions.

This process is looking at how the system works (or isn't working) and getting a professional
opinion for changes to improve the system. The "system" being Epic, the staff, the process, 3
etc.
This is not to see what anyone is doing wrong, but to get a professional opinion on
improvements.
Here is some of the Proiect Charter that is in place. (See Attachedl
As it is a project-in motion, and the exact path of assessment may vary depending on what
is currently in place at permitting, I can't answer too many questions about the process. I
facilitated a `kick-off" meeting with the DPW Permitting administration (and the Planning
Director) last Thursday and the communication is flowing between the staff and the
contractor.
We continue to address front burner issues as they arise.

1-Look at the Process Trail from Submission to delivery of approval to applicant
2-Look at line staff's interaction with the process, staffing, duties, touch points, reasons for
rejections/start overs, interaction with applicants, communication
3-Look at Electronic Processing Epic tool from initial input;to final output
4-Look at interactions and interfaces with customers.
Product Description/Deliverables:
Identify and describe the bottlenecks/areas that need attention to bring the whole Epic Permitting
Process to the expected standards of model systems according to state, national and regional
standards
