RESOLUTION NO. 463 22
A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE,AND NATURAL
RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
POHAHA I KA LAI.
WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access,
Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance
Fund") "to preserve the land, promote public safety, and maintain a healthy stewardship"; and
WHEREAS, Section 10-16(h) of the Charter provides that the Maintenance Fund may be
used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for
grant-in-aid project funding; and
WHEREAS, P6hdhd I Ka Lani is a 501(c)3 nonprofit organization whose mission is to
revitalize and advance indigenous Hawaiian culture; and
WHEREAS, Pbhdba I Ka Lani submitted a Maintenance Fund stewardship grant
application to continue providing land stewardship and cultural education for the Waipi'o Valley
Lookout; and
WHEREAS, during its September 9, 2019, meeting and pursuant to Section 2-217 of the
Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and
Natural Resources Preservation Commission forwarded a positive recommendation of the project
applied for by P6hdhd I Ka Lani to the Director of Parks and Recreation; and
WHEREAS, Communication No. 844, as issued by the Director of the Department of
Parks and Recreation on June 3, 2022, submitted for the Council's consideration nine applicants
for stewardship grants for various properties that have been acquired by the County using the
Public Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, after reviewing the list of applicants the Director of the Department of
Parks and Recreation became aware of that they inadvertently omitted P6hdhd I Ka Lani then
issued Communication No. 884.1 to the Council on June 27, 2022,recommending that P6hdhd I
Ka Lani will be able to complete its project in accordance with the project description submitted
and in strict adherence to the conditions governing the Public Access, Open Space, and Natural
Resources Preservation Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to P6hdhd I Ka Lam to
allow it to reduce invasive species,propagate native plants, educate users about the area's history
and culture, and create a"Hawaiian Preservation Buffer and Learning Zone"will provide the
benefits as described in Section 10-16 and further will benefit the community at large by
demonstrating that maintenance fund monies can be utilized to "preserve that land, promote
public safety, and maintain a healthy stewardship" of those properties that have been acquired
using Public Access, Open Space, and Natural Resources Preservation funding; and
WHEREAS, the Council further finds that awarding a stewardship grant to Pohaha I Ka
Lani will allow them to build on and further expand previous stewardship efforts by maintaining
property including native gardens, grass and fence-line in alignment with Native Revegetation
plan, continued implementation of the Educational Plan including hosting of educational
workdays, facilitating cultural protocol space, facilitation of community education initiatives and
maintenance and installation of educational signage; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,
pursuant to Section 10-16(h) of the Hawai`i County Charter,the Council hereby approves a
Public Access, Open Space, and Natural Resources Preservation Maintenance Fund Stewardship
Grant to Pohaha I Ka Lani in the amount of$92,300 to protect, preserve, and restore Waipi`o
Valley Lookout in Hamakua.
BE IT FURTHER RESOLVED that,pursuant to Section 10-16(g) of the Charter, funds
from the grant awarded by this resolution shall be used for public safety maintenance and
preservation of the Waipi`o Valley Lookout in Hamakua acquired through the Public Access,
Open Space, and Natural Resources Preservation Fund, identified as tax map key (3) 4-8-
004:006.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of the Department of Parks and Recreation and the Director of the
Department of Finance.
