Re: Bill 187
The Department of Finance has comments regarding Bill 187, amending Chapter 2,
Article 25, Section 2-139, of the Hawaii County Code. With reference to amending the
nonprofit application deadline from January 31 to December 31, we would like to stress
that in the months of December and January the Department of Finance is working
closely with other County departments to draft the March 1St proposed budget for the
upcoming fiscal year. This deadline is set by the County Charter. During that time, we
will be unable to review nonprofit applications. We would like to recognize that
advancing the nonprofit application deadlines by one month will not result in the County
Council receiving the qualified applicants list a month earlier than normal. Given the
current budget process, even with the amended application deadlines, the County Council
will mostly likely continue to receive the qualified applicants list in mid-February.
Furthermore, December is a busy month for many organizations, employees, and
volunteers, given the holidays, which may result in organizations failing to meet the new
deadline.
