Re: Amend Resolution 476-18
Resolution 476-18 authorized the Finance Director to negotiate a seventy-five-year lease
with the Hawaii Island Community Development Corporation(HICDC) for the purpose
of planning, developing, and constructing a rental housing project for senior citizens at a
set lease rental amount of One Hundred Dollars ($100.00)per year. Based on a 2021
market study, the HICDC has determined that there is a greater need for low-to
moderate-income housing units that serve households with children.
Enclosed is a resolution to amend resolution 476-18 to allow HICDC to construct
affordable rental housing units for both seniors and households with children and to set
the lease rental amount at Ten Dollars ($10.00)per year.

A. REQUEST.
The Office of Housing and Community-Development ( HCI ) is requesting to amend resolution 476-18 with
a Resolution to align the use of the parcel with Executive Order 4531, which will allow the Hawaii Island
Community Development.Corporation (HI D )to include housing for families with children, Further,the
request to amend the resolution would also allow foa reduction in housing units and set the lease rental
price at$10.00 per year,which is consistent with previous Mohouli phases:,
H. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS DEEDED
Governor's Execrative Order 4531 transferred management to the County of Hawaii of a parcel of 9.091-
acres for the purposes of providing elderly and/or affordable rental housing and related purposes. Resolution
476-18 only allowed senior housing arra stated that the project would have 200 units. HICK°s 2021
marketing plan for the Hate rola 0 Mohouli project found that there is a Higher need for housing for families
with children than for more senior housing, It also found that reducing the number of grits will create a better
project that will compliment the surrounding neighborhood,
