Ms. David also echoed concerns with the legal ability to backdate the contract. Committee Member Aaron S.Y. Chung asked Ms. Strance to describe the different lease options and whether they would be enacted administratively or by Council. Ms. Strance stated that it would be administratively because the resolution authorizes the option period. Managing Partner of Lee Holdings Mattson Davis responded to Ms. Villegas' security concerns with proposed solutions to ensure the community's safety. Committee Chair Matt Kaneali`i-Kleinfelder expressed concerns with accountability. Per Mr. Kaneali`i-Kleinfelder's request,Ms. Sako stated that HOPE Services is not required to present program information, since the organization has service contracts with the state and federal governments while the County contract is just for the property lease. Pursuant to Section 2-120(a)(2), Hawaii County Code,the Council may,by resolution, direct the Finance Director to negotiate the disposition of real property by leasing it to a non-profit organization, at such rentals and on such terms and conditions as deemed proper.
