HomeMy WebLinkAboutREP FC 171 2022/07/19 2020-2022 REPORT OF THE COMMITTEE ON FINANCE DATE: July 19, 2022 Re: Comm.No. 869/Res.No. 459-22 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 10:03 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance,to which was referred Resolution No. 459-22, reports as follows: Resolution No. 459-22, transmitted by Finance Director Deanna S. Sako via Communication No. 869 dated June 30, 2022, authorizes the Office of the Mayor to enter into an agreement with the State of Hawai`i Department of Transportation. This resolution allows for the receipt of$1,879,773 in federally-derived funds, which would be used by the Mass Transit Agency for operational costs resulting from the COVID-19 pandemic and lost passenger fares through December 31, 2025. Per Committee Member Ashley L. Kierkiewicz's request, Mass Transit Administrator John Andoh clarified that any additional staffing and training will be covered under separate funding sources. Mr. Andoh also stated that he will work with Committee Member Susan L.K. Lee Loy to present a spend-down plan. Mr. Andoh also clarified for Committee Chair Matt Kaneali`i-Kleinfelder that this measure covers the extension through 2025 and is separate from the fare suspension up until this point. Pursuant to Section 46-7, Hawai`i Revised Statutes, and Section 13-13,Hawai`i County Charter,the Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other counties, the State, or the United States government for functions or activities which the county is authorized to perform.
