Your Committee on Finance,to which was referred Bill No. 186, reports as follows:
Bill No. 186 transmitted by Council Member Maile David via Communication No. 858 dated
June 29, 2022, amends Chapter 19, Article 10, Section 19-89.5 of the Hawai`i County Code 1983
(2016 edition, as amended), relating to real property tax exemptions for Kuleana Lands.
This bill expands and clarifies eligibility for the Kuleana Land exemption and the verification process
required to maintain Kuleana Land status when property ownership is transferred to a family
member.
Ms. David provided background on the measure. Real Property Tax Administrator Lisa Miura
confirmed Ms. David's statements and elaborated on the measure's intent and impact.
Committee Chair Matt Kaneali`i-Kleinfelder provided comments in support of the measure. Per
Mr. Kaneali`i-Kleinfelder's request, Interim General Counsel for the Office of Hawaiian Affairs
(OHA) Everett Ohta confirmed that OHA has no further proposed amendments.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 186, and
recommends its passage on first reading.
