Your Committee on Finance,to which was referred Bill No. 190, reports as follows:
Bill No. 190 transmitted by Finance Director Deanna S. Sako via Communication No. 871 dated
June 30, 2022, amends Chapter 18,Article 4, Section 18-90 of the Hawai`i County Code 1983
(2016 edition, as amended), relating to fares for public transportation.
This bill extends the temporary suspension of fares for all mass transit fixed routes and paratransit
services through December 31, 2025.
Per Committee Chair Matt Kaneali`i-Kleinfelder's request, Mass Transit Administrator John Andoh
confirmed that the fare suspension would not apply to taxis.
Per Committee Member Herbert M. "Tim"Richards III's request, Mr. Andoh confirmed that through
the fare waiver, Mass Transit intends to increase ridership to qualify for federal funding. Mr. Andoh
also confirmed that these funds compensate for the loss that Mass Transit would otherwise have with
the fare suspension.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 190, and
recommends its passage on first reading.
