AS Hawaii Police Department Animal Control is using My tax dollars - OUR tax dollars, I/WE have the RIGHT
to:
1. Transparency: A full accounting of specifically HOW our taxes are being spent, and a full accounting of
operations and services.
2 Public access - Public funded shelters MUST be staffed and open to the public. HPD AC must be available via
phone 24/7.
3. Services that serve the priorities of the public.
4. Humane Services that prioritize:
a. pet return to owners,
b. adoption over killing
c. PREVENTION - response to animal abuse, spay/neuter services, community outreach and education, and
d. COORDINATION and COOPERATION with the many individuals and groups working on island animal welfare.
5. Public oversight via a board or a commission to establish policy, protocols, and compliance.
Animal Control is a difficult challenge. There are, however many examples of excellent systems already in
operation across America.
HPD is a policing entity. Police enforcement is an important PART of animal control BUT that is only one small
part of the full range of skills and services necessary for successful, humane, effective animal control.
Therefore:
6. IF HPD can not or will not change, then they must stop closed-door, inflated cost, unacceptable lack of
service - and a provider that CAN AND WILL do the job should be contracted.
