A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO NĀ MAKA HĀLOA O WAIPI‘O.
WHEREAS, Section 10-16 of the Hawai‘i County Charter establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) “to
preserve the land, promote public safety, and maintain a healthy stewardship”; and
WHEREAS, Section 10-16(h) provides that the Maintenance Fund may be used for a stewardship grant program, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid projects
funding; and
WHEREAS, Nā Maka Hāloa O Waipi‘o is a 501(c)3 nonprofit organization whose purpose is to preserve and restore indigenous Hawaiian culture, farming traditions, fishing practices, and
hula; and
WHEREAS, Nā Maka Hāloa O Waipi‘o submitted a Maintenance Fund stewardship grant application to continue providing land stewardship and cultural education for the Pohoiki property ((3)
1-3-008:097), which was acquired via the Public Access, Open Space, and Natural Resources Preservation Fund on November 17, 2015; and
WHEREAS, during its September 14, 2020, meeting and pursuant to Section 2-217 of the Hawai‘i County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and Natural Resources
Preservation Commission forwarded a positive recommendation of the project applied for by Nā Maka Hāloa O Waipi‘o to the Director of Parks and Recreation; and
WHEREAS, Communication No. 844, as issued by the Director of the Department of
Parks and Recreation on June 3, 2022, submitted for the Council’s consideration nine
applicants for stewardship grants for various properties that have been acquired by the County
using the Public Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, the Director of the Department of Parks and Recreation in Communication No. 844 recommends that Nā Maka Hāloa O Waipi‘o will be able to complete its project in accordance with
the project description submitted and in strict adherence to the conditions governing the Public Access, Open Space, and Natural Resources Preservation Maintenance Fund; and
WHEREAS, the Council finds that awarding a stewardship grant to Nā Maka Hāloa O Waipi‘o to allow it to reduce invasive species, propagate native plants, educate users about the area’s
history and culture, and perpetuate Native Hawaiian cultural practices will provide the benefits as described in Section 10-16 and further will benefit the community at large by demonstrating
that maintenance fund monies can be utilized to “preserve that land, promote public safety, and maintain a healthy stewardship” of those properties that have been acquired using Public
Access, Open Space, and Natural Resources Preservation funding; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that pursuant to Section 10-16(h) of the Hawai‘i County Charter, the Council hereby approves a Public Access, Open Space, and Natural
Resources Preservation Maintenance Stewardship Grant to Nā Maka Hāloa O Waipi‘o in the amount of $119,900 to protecting, preserving, and restoring the Pohoiki property.
BE IT FURTHER RESOLVED that, pursuant to Section 10- 16(g) of the Charter, funds from the grant awarded by this resolution shall be used for public safety maintenance and preservation
of the Pohoiki property acquired through the Public Access, Open Space, and Natural Resources Preservation Fund, identified as tax map key (3) 1-3-008:097.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of the Department of Parks and Recreation and the Director of the Department Finance.
