A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GRASSROOTS COMMUNITY
DEVELOPMENT GROUP FOR EXPENSES RELATING TO THE 2022 HAWAIʻI ISLAND ALL NATIONS POWWOW.
WHEREAS, the Grassroots Community Development Group is a 501(c)(3) nonprofit organization that supports individuals and groups that provide programs, activities, events, projects, and
educational workshops that benefit the public and are free of charge; and
WHEREAS, the Grassroots Community Development Group will assist in coordinating the 2022 Hawaiʻi Island All Nations Powwow to be held on September 17-18, 2022, in Keaukaha, Hilo with
approximately 130 participants from Canada and the continental United States; and
WHEREAS, a powwow is meant to honor our host culture through a variety of activities and to promote educational events that foster an understanding and connection through the sharing
of Native American culutre in a family-oriented and community environment; and
WHEREAS, the Grassroots Community Development Group is requesting funds for food/lodging, insurance, and other costs to host the participants from Canada and the continental United States;
and
WHEREAS, the Department of Liquor Control supports organizations that provide drug-free and alcohol-free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 5 will be appropriated to the Department of Liquor Control to provide a grant
to Grassroots Community Development Group for expenses relating to the 2022 Hawai‘i Island All Nations Powwow.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

authorized to make the necessary transfers in accordance with the terms of this resolution.
