SUBJECT: TRAFFIC CODE AMENDMENT
Prohibit Parking to Improve Sight Distance
We are frequently asked to prohibit parking adjacent to public and private
driveways, crosswalks and stop intersections to improve sight distances and
visibility for motorists and pedestrians.
The Traffic Code presently allows this division to prohibit parking within
30 feet of a crosswalk and intersection and within 30 feet of a public or
private driveway by installing special signs or markings. The 30 feet is
not adequate to privide the minimum stopping sight distance as outlined in
the Hawaii Statewide Uniform Design Manual for Streets and Highways, so a
bill for an ordinance is required.
To eliminate the need to draft a bill for these instances, we request that
Section 24-190 (a)(1), (3) and (4) of the Hawaii County Traffic Code be
amended as described in the attached draft for an ordinance.
