REPORT OF THE
COMMITTEE ON PLANNING
DATE: August 2, 2022 Re: Comm. No. 885
PLACE: Council Chambers
Hilo, Hawaii
TIME: 10:44 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Planning, to which was referred Communication No. 885, reports as
follows:
Communication No. 885, transmitted by Mayor Mitchell D. Roth, dated July 15, 2022, submitted
for the Council's review and confirmation the nomination of Ms. Daina Saiki of District 2 to the
Board of Appeals.
Executive Assistant to the Mayor, Pomaika`i Bartolome, was present in the Hilo Chambers to
introduce Ms. Saiki. Ms. Bartolome explained that Ms. Saiki has been a resident of Hawaii for
54 years and earned her Bachelor of Arts degree in Psychology from the University of Hawaii at
Hilo. She is a former Hawaiian Airlines flight attendant who developed a successful mentorship
model and established inter-departmental connections that enabled employees to communicate
and find solutions to systemic issues. Ms. Saiki has been an active volunteer serving with various
organizations throughout Hawaii Island. If confirmed, she will fill the remainder of the term of
Springer Kay, who resigned, with a term ending December 31, 2022.
Ms. Saiki spoke of her love for her community and that she was raised to value service-oriented
relationships. She would love to be a part of the Board of Appeals and help the County become
more efficient.
Committee Members Sue Lee Loy and Tim Richards praised the new perspective that Ms. Saiki
would bring to the Board of Appeals, and highlighted that her references show she is trustworthy
and will work with integrity.
Committee Chair Ashley Kierkiewicz thanked Ms. Saiki for stepping up to serve, and noted that
she would bring a fair, thoughtful, and deliberate perspective to the Board of Appeals.
The vote was then taken on the motion to move this measure to Council with a favorable
recommendation and passed with six "ayes,"with Committee Members Aaron Chung,
Maile David, and Rebecca Villegas absent.
PC Report No.: 71
