Bill 120 was then referred for comment and recommendation to the Planning Director and the Windward and
Leeward Planning Commissions. Clerk Henricks stated the Planning Department has 120 days to get the
recommendations back to the Council.
On August 2, 2022,the Committee met in the Hilo Chambers and received the Windward and
Leeward Planning Commissions letters and enclosures,via Communication 608.47 dated June 22, 2022,
as well as proposed amendments from Committee Member Kimball, via Communication 608.48 dated
July 25, 2022.
Committee Member Kimball explained the proposed amendments. Upon clarification of a few definitions
and enforcement,the Committee accepted the amendments as provided in Communication 608.48 with
Committee Members Chung,David, and Villegas excused.
Your Committee on Public Works and Mass Transit is in accord with the purpose and intent of Bill No. 120,
as amended to Draft 2, and recommends its passage on first reading.'
