We had a wonderful discussion about this and the support of the office of housing on this matter. I think earlier today in Committee we had a lot of discussion about just the bigger plan. And this really is centered around the funds that had been earmarked for a five-year program, and creating the measures and the pathways and the solutions on what this money will do but the kind of impact that it has. So, I look forward to my colleagues' support. CHR. DAVID: Thank you. Ms. Kimball. MS. KIMBALL: Just to add to that, again a robust discussion in Committee on this resolution and the earlier conversation we had today. I think everybody's hungry for metrics on this. And it's about understanding that we are getting our bang for our buck, I guess, as we talk about the houselessness issue and making sure that there is that accountability; and it would happen no matter who is in the office of housing. So, I want—Sharon and Susan,thank you for being here today you know, to know that this accountability thing, that's just part of our job. And we appreciate you stepping up and sharing our concern with making sure that we have a well-documented plan in front of us. So, I look forward to seeing it, and I look forward to the rest of the Council Members supporting this resolution today. Thank you. CHR. DAVID: Thank you, Ms. Kimball. And Administrator Kunz and Ms. Hirota, if you want to weigh in before I go to the Council Members, please do. If not, we'll take Council Members first. (Note: At this time, Housing Administrator Susan Kunz and Housing and Community Development Specialist Sharon Hirota came forward to address the members of the Council.) MS. KUNZ: You can go ahead with the Council Members first if you'd like. CHR. DAVID: Okay. Thank you very much. Ms. Villegas, go ahead. MS. VILLEGAS: Yeah, thank you to Council Members Kierkiewicz and Lee Loy for putting together—Ms. Kimball, I'm sorry—for putting together this resolution and bringing this forward as we continue to navigate the use of all these funds that we are so grateful to have at our disposal. But in light of current news and unfortunate circumstances with members of certain County programs who made some poor decisions in the past, I think that this is ideally a way to avoid any future conflicts or missteps or illegal activities moving forward. So, thank you for bringing this forward and for the support of these departments. It's a lot Page 3 Hawaii County Council-45 July 19,2022 of money that's coming forward, and with that comes big kuleana and ideally big support. MS. KUNZ: Hi, good afternoon. CHR. DAVID: Good afternoon. MS. KUNZ: Susan Kunz, Housing Administrator for the Office of Housing and Community Development. Since our last discussion at Committee on this particular resolution, we are very much in support as well of putting together a five-year plan. And we really see that it needs to be a transparent and collaborative process. So, we have been working feverishly to move forward on this plan. We have hired staff, effective July I", and put a new division together, actually, that's headed by Sharon Hirota with our Community Engagement Division, which houses homeless activities and coordination. So, I do want to give you a little more detail. I'm going to turn it over to Sharon. She can kind of outline some of the things that we've already done, and maybe some of the steps we're going to take to getting this in place. Thank you. CHR. DAVID: Thank you, Administrator Kunz. Ms. Hirota, go ahead. MS. HIROTA: Sharon Hirota, County of Hawaii Office of Housing and Community Development. So, thank you for having us and for bringing this forward. We are working through contractual requirements to bring a contractor on board to help us facilitate and develop this strategic road map that will help guide us, the County, in regards to determining priorities to address homelessness here on Hawaii Island, and to ensure that in the long term whenever someone is experiencing homelessness, it's brief and nonrecurring. And so, we ask for your support as we continue to move forward. We will keep you updated. We are on track thus far to hopefully present a report back to the Council by the end of September. I just wanted to give you an update. And once we have more details, we can provide that to you as well as the community in general because we totally want to be transparent and want to make sure we hear the voices of the community. And if you know, KipuKai and Tommy have served already on the NACo (National Association of Counties) Board, so we're looking forward to seeing them continue their service there. Her eloquent words so perfectly described, defined, and validated the need for the special care of this beautiful banyan that stands in such a sacred and historic place, and the continuity of care and what that will provide for Kona Town as a community and Alii Drive as a merchant space. (representing STAND.earth) Res. 458-22: AFFIRMS HAWAII COUNTY'S ENDORSEMENT OF A FOSSIL FUEL NON- PROLIFERATION TREATY TO AVERT CATASTROPHIC CLIMATE CHANGE DISRUPTIONS Urges the United States to enter into a Fossil Fuel Non-Proliferation Treaty and establish this treaty as a centerpiece of its national security policy. To start off, I wanted to send my mahalo to Anne Pernick, the testifier we just heard from, for her assistance. She's testifying in from Portland right now, actually. And this resolution was brought forth actually by request from the community, and I think some of us might have gotten those emails that were sent to the entire Council. But SAFE Cities has done work to really put together this resolution. And we were able to kind of hone it down to make it a little bit more specific to us here in Hawaii, and knowing that we have a lot of impact from climate change, especially when it comes to sea-level rise. As was stated earlier, the Legislature passed a similar resolution in May of this year, in 2022, and called for, in that resolution, the counties to endorse as well. So, we're following in the footsteps of not only the State but of Maui County. Page 11 Hawaii County Council-45 July 19,2022 And one thing that I'm excited about with this resolution is that SAFE Cities also has policies that they've been working on with other municipalities across the United States that would allow us to look at our Code and figure out what we can do to make tangible improvements to the Code. But I think the resolution is a good place for us to start off on. And I think some of our colleagues are also working on legislation which addresses climate change. So, I'm asking for my colleagues' support on this, and I'm excited for our future as a county and perhaps we can lead the way in the islands for policies that are going to help us in our future here in Hawaii. He beat me to it and for that I'm so grateful. And to the testifier who was here and all of the diligent work that she's doing from an upper level and holding so many conversations and so many frustrations about the ways that each one of us interact with fossil fuels, but making changes from the top that mandates realignment away from our intense dependence on fossil fuels. And pieces of legislation like this from the community and County level that can then collaborate in the other echelons and arenas I think and agree are very powerful. So, thank you again, Mr. Inaba, for bringing this forward and for the opportunity for our County to participate. I yield. CHR. DAVID: Thank you, Ms. Villegas. Anyone else? Given the testimony, we have tremendous natural resources available at our disposal in Hawaii and Hawaii County. And we're poised in the middle of the Pacific Ocean and completely dependent on a lot of outside resources to survive. So, we have a lot of policy driving—going renewable, going energy, you know, not being reliant on fossil fuels—and yet we're so far. So, this is a great step in driving that solid policy change in the world. So, thank you for doing this, Mr. Inaba. I'll be supporting this today. CHR. DAVID: Thank you, Mr. Kaneali`i-Kleinfelder.
