REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: August 16, 2022 Re: Comm. No. 918/Res. No. 494-22 <br />PLACE: Council Chambers <br />Kailua-Kona, Hawai `i <br />TIME: 2:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 494-22, reports as follows: <br />Resolution No. 494-22, transmitted by Council Member Heather L. Kimball, via Communication No. 918 <br />dated August 2, 2022, authorizes the Director of Finance to invite proposals for long-term lease by <br />negotiation of approximately 1,000 acres of County -owned, agricultural -zoned lands, being Tax Map <br />Keys: 4-2-005-001 and 4-2-005-005, Koholalele, Hamakua, Hawaii, pursuant to Chapter 2, Article 19, <br />Sections 2-114, 2-116, and 2-120 of the Hawaii County Code 1983 (2016 edition, as amended). <br />This resolution allows for the lease of these parcels to a nonprofit organization for the purposes of `aina <br />stewardship, Native Hawaiian farming and gathering practices, regenerative agroforestry, and <br />diversified agro-ecological systems. <br />A motion to amend Resolution No. 494-22 with the contents of Communication No. 918.1 was made <br />by Ms. Kimball and seconded by Committee Member Rebecca Villegas. Said amendment authorizes the <br />Finance Director to negotiate with Hui Malama I Ke Ala `LJlili for the long-term lease rather than to <br />invite proposals for negotiation. Ms. Kimball provided a brief overview of the amendment, stating that <br />the amended resolution reflects that the decision has already been made to lease the lands to Hui <br />Malama I Ke Ala 401ili. All members present voted unanimously in favor of passing the amendment <br />with eight ayes. <br />Ms. Kimball provided a brief background of the organization and the measure process. <br />Per Ms. Kimball's request, Dr. No`eau Peralto, Co -Founder and Executive Director for Hui Malama I <br />Ke Ala `Ulili, provided a brief introduction of his background. Mr. Peralto then gave a PowerPoint <br />presentation on the organization, its mission and vision, its current work, and the history of the <br />Koholalele ahupua`a. <br />Committee Members Rebecca Villegas, Maile David, Susan L. K. Lee Loy, Ashley L. Kierkiewicz, and <br />Holeka Goro Inaba as well as Committee Chair Matt Kdneali`i-Kleinfelder all provided comments in <br />support of the measure and thanked the organization for their work and involvement on the measure. <br />FC Report No.: 186 <br />
