A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAII
FOR ITS MAKAHIKI EVENT IN COUNCIL DISTRICT 9.

Vibrant Hawai`i is a 501(c)(3) nonprofit that brigs
community-based organizations, government, foundations, and businesses together to build
awareness and implement strategies that are developed and resourced by the community; and
WHEREAS, Vibrant Hawai`i has over 35 Resilience Hubs around Hawai`i Island, which
are trusted, people-powered venues that adapt to the changing needs of the community and
activate in times of disaster; and
WHEREAS, Vibrant Hawai`i's Resilience Hubs in Council District 9 will host a public
Makahiki event to re-establish community-led resilience and to restore ancestral practices of
year-end reflection and celebration, resource inventory, data analysis, forecasting, and strategic
planning; and
WHEREAS,Vibrant Hawai`i is requesting funds to assist with the logistics of the
Makahiki, including the purchase of safety and event supplies, awards, emergency prep kits,
marketing materials, and facility insurance; and
WHEREAS, the Department of Research and Development supports the growth of a local
economy that is diverse, stable, and in balance with Hawai`i's ecology, community character, and
cultural heritage; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Research and Development to provide a grant to Vibrant Hawai`i to assist with its Makahiki
event in Council District 9.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
