Seems eminently sensible to the average person. For cross-island trips some EVs require a top-up your charge before returning home. My 2016 Iiia Soul EV had this requirement. Finding a charging stations marked "OUT OF ORDER", especially if it is a level 3 DC fast-charging station(i.e., HELCO) is a black eye for the site in question and a understandable worry for those who must now search for an acceptable alternative i.e., typically a several-hours-slower Level 2. Even for local trip a well know big box store in Hilo has had an inoperative Level 2 charging station for several years. Their "compliance" with the letter of the existing law is essentially passive aggressive non-compliance. I look forward to learning of your passage of Bill 120. Thank you so much.
