This is the correct approach to take with all the existing entitlements that are "on the books" and not been developed. It is, as stated by Leeward Planning Commission Chair Michael Vitousek, "entitlement banking". Additionally, as the infrastructure -roads, sewer, water- needs to be in place for current residents, let alone new development,this Bill intends to be very clear and transparent to developers and residents alike about the expectations of what Hawaii County wants and needs for potential growth. My request is that language in this bill be enhanced to: 1)have this Bill apply to all extension requests that are currently being reviewed by the Planning Department(Hawaii One I, Royal Vistas, for example); 2) any Planning Director or Council approved extension that has already occurred(Sunshine Kona, LLC - land between Alii Drive and Kuakini - and Ouaa Development(land makai of Queen K and Pualani Estates); and 3) applies to any extension request where the zoning already allows for development and a rezoning isn't required. I would also ask that the Planning Department provide a list of all development proposals that have been approved but not developed, or approved, not developed, and have or expect to submit an extension request. Such a list will help understand the scale and intensity of growth potential that this County may experience, and demonstrate whether the infrastructure services (roads, sewer, water) can actually be supplied. This list should be provided to the Council and County residents on the Planning Department's webpage.
