Aloha-
I very much support Bill 194 and applaud Council member Inaba's effort to broaden the requirement of
oversight for the rezoning for subdivisions. I applaud all efforts that takes the approval process out of the
purview of only one person and increases oversight and public input.
I have edited Chapter 23: Subdivision (attached, with redlines) and included more approval points by the
County Council, the Planning Commissions and Community Development Plan Action Committees. The
public needs to be included in these important decisions that will affect their daily life, by providing more
opportunities for public input.
The edited Subdivision Code includes changes to:

1. the re-zoning process,
2. increased fines,
3. increased application fees,
4. an increase in the notification area for nearby owners,
5. increased open space and parkland requirements,
6. changes in the variance process,
7. required surety bonds,
8. changes minimum lot sizes for septic tanks to protect streams, drinking water and the ocean,
9. requires underground utilities to protect public safety and viewsheds,
10. requires some sidewalks and more.
I respectfully request that the entire Subdivision Code be revised and brought up to date to serve our
community and protect our quality of life. Zoning changes do not only impact one neighborhood, but
impact whole communities with increased traffic, overcrowded schools, underserved police and emergency
services, libraries etc. It is important that developers provide infrastructure before selling homes
and building subdivisions so that existing homes and residents do not suffer through diminished services
or end up paying higher taxes to increase infrastructure to services new houses.
