Please accept this testimony in FAVOR of Bill 194 to amend the Hawaii County Code in favor of transparency with a keen eye
toward urgently needed checks and balances. | urge you topositively consider this bill. Asalong time karnaainatothe local
community it has been a historical pattern to have developers seek approval with a myriad of promises benefitting the
community toaide intheir case. One,doesn't have to look to far in history to recall the'promises made for Hokulia, Palamanui
and others very recently come tochange discussion.There are somany others where the developer comes back after few
years to request changes due to any number of reasons affecting their profitability and the community loses its proposed
benefits. This bill asks for open,fair and transparent evaluation of zone change requests where these deviations are not left
solely tmthe discretion ofthe Planning Director. | ask you tVgive afavorable consideration toapprove Bill 194.
