Aloha Councilmembers,
Thank you for your continuing work to serve the best interests, welfare, and well-being of Hawaii
Island's people.
I am writing to support the intention of Bill 194, introduced by Councilperson Inaba, to limit extension
of time for zoning changes and developments, with the further request to require if each project is not
completed in the time period originally allotted, then the review process must be re-initiated to reflect
changing conditions.
Things are evolving quickly in terms of Kona's development, papulation/visitors, the environment and
extreme weather/climate change, archaeological science, and public opinion. It is no longer valid to rely
on traffic, archaeological, water, wastewater, utility, or other studies done years previously (or, in the
case of traffic studies, on surveys conducted during the middle of the pandemic).
Please pass Bill 194, with additional clarification to ensure that projects not completed within their
expected timeframe must be re-initiated and reviewed from an updated perspective.
To assist with this and to help the community better understand what is happening in our community,
please have the Planning Department provide a comprehensive list of developments (whether permit
requests and/or zoning changes) that have been approved but not yet constructed, are seeking
approval, and/or that are requesting extensions. Please have this list include relevant information,
including number of acres, type of proposed development, and number of units (housing, apartments,
condos, business units, etc.).

supporting this Bill, with the requested clarification.
