A RESOLUTION TRANSFERRINGIAPPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TOA
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII
ENVIRONMENTAL RESTORATION FOR EXPENSES RELATED TO THE
CONSERVATION AND PRESERVATION OF KEAU`OHANA STATE FOREST
RESERVE.
WHEREAS, Hawaii Environmental Restoration is a 501(c)(3)nonprofit organization
whose mission is to help restore the natural integrity of Hawai`i's environment; and
WHEREAS, the Keau`ohana State Forest Reserve in Puna is the largest and most intact
lowland rainforest below 1,000 feet in elevation remaining in the State of Hawaii; and
WHEREAS, Hawaii Environmental Restoration is urgently working to protect the
Keau`ohana State Forest Reserve from threats of invasive species, development, and climate
change with a primary focus on the restoration and preservation of Hawai`i's precious,rare, and
endemic species such as the uluhe fern, `ohi`a, `ohe, and ha`iwale; and
WHEREAS, Hawaii Environmental Restoration is requesting funds to purchase
equipment for the conservation and preservation of Keau`ohana State Forest Reserve; and
WHEREAS,the Department of Research and Development supports the development of
a local economy that is diverse, stable, and in balance with Hawai`i's ecology, community
character, and cultural heritage; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Research and Development to provide a grant to Hawaii Environmental Restoration for
expenses relating to the conservation and preservation of the Keau`ohana State Forest Reserve.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
