Page 4 Hawaii County Council-46 August 3,2022 Res. 445-22: AUTHORIZES THE DIRECTOR OF FINANCE TO NEGOTIATE A (Draft 2) TWO-YEAR LEASE OF REAL PROPERTY, WEST HAWAII HOMELESS CAMPUS, SITUATED AT DISTRICT OF NORTH KONA, COUNTY AND STATE OF HAWAII, AND IDENTIFIED AS A PORTION OF TAX MAP KEYS: 7-4-010:044 AND 7-4-010:020, TO HOPE SERVICES HAWAII, INC. Authorizes the negotiation of a two-year lease with two twelve-month option terms with an approximate annual cost of$10. KANEALII-KLEINFELDER: We had a very lengthy discussion in Committees. I spoke with Brandee. I visited the site. I'm very comfortable moving the lease forward. I think that there were a lot of good concerns brought up by the community. As a small business owner right across the street, I have seen firsthand how hard it is to handle different situations that arise via our homeless community, from picking up poop to trying not to let your umbrellas walk away in the middle of the night because people like to unscrew things and take things apart. So, I understand the business side of this and the community side. But I also understand what HOPE Services is offering to our community and what they're doing in the area, and how much they're doing for the community for our homeless folks. In visiting the site, they're doing a great job in my eyes, and I would like to see this lease continue. I will be supporting this today, and I look forward to any comments from our Council Members. CHR. DAVID: Thank you, Mr. Kaneali`i-Kleinfelder. Anyone else? All right, seeing none, before weoh, Mr. Richards, go ahead. MR. RICHARDS: We've talked about metrics on there and Mr. Inaba brought this up. I think it's very pointed. Being this is in your areas,just curious what I Page 5 Hawaii County Council-46 August 3,2022 had some questions about it and I was just wondering because I haven't seen any metrics, per say. We have reported I think maybe 140 within the last conversation but I haven't seen anything. So, I'm looking to my Council Members. Point of Information: MR. KANEALI`I-KLEINFELDER: Chair, point of information. CHR. DAVID: Thank you, point of information. MR. KANEALI`I-KLEINFELDER: In my discussion with Brandee Menino from HOPE Services, she actually did submit that before the last meeting; it just didn't make it to the Council. So, she apologized for any miscommunication that could happen, but it was presented to the County,per say, before our meeting. We just didn't get the paperwork. CHR. DAVID: Thank you, Mr. Kaneali`i-Kleinfelder. Mr. Richards. MR. RICHARDS: Springboarding on that, I just wanted to hear you, Chair David, or you, Mr. Inaba, some thoughts. And I had questions as far as hours of service and all that. CHR. DAVID: Thank you. Mr. Inaba. MR. INABA: Thank you. Pointing to Communication 850.5, thank you, Administrator Kunz, for providing this. This is the information that was requested at the last hearing on this item. Perhaps just a question as to Administrator Kunz, if you could come forward. Looking at the Summary of Lease for the previous lease that expired, are we still in compliance with all of these factors in the summary: the fire insurance, the maintenance, the umbrella liability insurance? Is all of that going to remain the same? (Note: At this time, Housing Administrator Susan Kunz came forward to address the members of the Council.) MS. KUNZ: Good morning. I'm Susan Kunz, the Housing Administrator for the Office of Housing and Community Development. In response to your question, yes. MR. INABA: Thank you. Kristen Alice spoke to facts versus feelings, and you only can go with feelings when you don't have the facts; and we have the facts now. So, I'll be supporting this resolution. Mahalo, HOPE Services, for the work you folks do there. Thank you. CHR. DAVID: Thank you, Mr. Inaba. Ms. Kimball, go ahead. MS. KIMBALL: Thank you, Chair, and thank you, Administrator Kunz, for being here. I see we have the HOPE Services executive director. I'd actually, in Page 6 Hawaii County Council-46 August 3,2022 light of(inaudible) comment, ask you to come up and just kind of give us a brief overview of the statistics that are provided in the report. I have to admit I don't understand all of them, so I'd appreciate a brief overview. Thank you. (Note: At this time, Chief Executive Officer Brandee Menino, HOPE Services Hawaii, came forward to address the members of the Council.) MS. MENINO: Good morning. Let's see. The performance measurable outcomes, as indicated on the report(see Comm. 850.5), is established by the State of Hawaii Department of Human Services Homeless Programs' office. It just started, I want to say, five years ago. That's the furthest we could go with performance measurable outcomes. As indicated in the report, 15 percent of our funding is withheld. Each of the PMOs, performance measurable outcomes, is weighted and dictated by the State. If we reach that goal, that performance outcome, we're paid—we front the cost for all of these projects. We have 90-120 days, if we're lucky, to get funding to support the work that we've already—expense for all of these projects, except for the rental revenue; that comes in on the first of the month. On the first page, as indicated in the report, there's three projects onsite. The first one on the page 1 is the West Hawaii Emergency Housing Program. That is a 31-unit complex towards the back of the property on the left. We provided you a comparison between earlier years when we first started that shelter in 2010. So, you'd see "7/1/11," in Column B, "to 6/30/16" This was five years of us performing and working in more of the charitable delivery of services versus housing first. I say that because, as you can tell in that column going down in the demographics, if you went to "Chronic Homelessness Incidence" on page 2, in the earlier years 4 percent of those who were experiencing chronic homelessness—and that's how much people we served that were chronically homeless—versus in the latter five years 51 percent of those sheltered. We intentionally are serving those who are most vulnerable in our communities. So, it is the "harder to serve"; those that you see on the street corner, those who are challenged with substance use issues, those with mental health issues. So, it was a real intention in changing our service delivery and not just serving the "easier to serve"the ones who would show up at your offices or the Mayor's office but that we would work with the community in delivering a coordinated entry system. We know the demand of the services is much more than what we can provide. We just have 31 beds in West Hawaii, so we deliberately decided to serve those who are most vulnerable with the limited resources that we have. So, although some of these performance metrics the one we like to look at is exited out of the program; we're performing better-48 percent. Sure, because that was the "easier to serve." Those are the easier ones we could get housing. In the latter years of COVID (coronavirus disease), you guysI mean I'm Page 7 Hawaii County Council-46 August 3,2022 preaching to the choir—you know that housing, our direct impact in that performance is if there is affordable housing for those who are houseless. There's barely any, if any, affordable housing for those who are at risk of homelessness. Like Paul mentioned in his testimony, we're working with six other nonprofit organizations providing rent assistance so people stay housed. That program was provided through Federal resources. When those resources exhaust, that's scary. That's a scary time for our community because we can barely meet the needs of those who are unhoused, let alone the ones that are on the verge of losing their homes. Is there any questions on the first program? MS. KIMBALL: I'm just not clear how to read if we take, for example, the State performance measurements for the West Hawaii Emergency Housing Program. Say, for example, you have the "50 percent exit within 60 days" and then you have a percentage. How do I read that? MS. MENINO: Okay, so the far left is the performance measurable outcomes dictated by the State. MS. KIMBALL: Is that 50 percent of the people that come in leave within 60 days, and then you're achieving that a certain percentage of the time? Is that what the data ? MS. MENINO: Yes. MS. KIMBALL: Okay, great. Just again, I'm not clear how to read these metrics. Thank you. MS. MENINO: And we did it, I guess, from the last five years. You can see a progression from when we started to where we are now. I think this final year that just ended, we were at half capacity due to the construction at the shelter with installing the water sprinkler system the County performed as well as water heaters and so forth. But it was at half capacity. The year before was right in the middle of COVID, and we had to focus on keeping people safe and try to keep people isolated and meet CDC (Centers for Disease Control and Prevention) guidelines. So, those are kind of the community impacts. As you're aware, 2018 is when lava erupted here in Pahoa. We did shelter some folks out in Kona as well as in Hilo until the village units was built in Pahoa. MS. KIMBALL: Great. Thank you for that clarification. The other one I wanted to ask about in that first table, the shift. A pretty significant shift from non-residents, which I think is important to just note because of the narrative that people fly inwhatever, it's great to be homeless in Hawaii. Is that, do you think, also because of the shift in the nature of your program? Page 8 Hawaii County Council-46 August 3,2022 MS. MENINO: Yes. Because, they would show up with the taxi driver with their roll-on bags and expecting shelter right there. So, now we have a script. We're able to say that we're serving those who are most vulnerable in the community; there's a coordinated entry system. We prioritize based on the needs. So, their length of homelessness in our community and the frequency with the emergency room, police, or other emergency services. CHR. DAVID: Are you done? MS. KIMBALL: I have no further questions at this point. I think she was going to review the other programs as well. CHR. DAVID: All right. Thank you, Ms. Kimball. Let the record show that Vice Chair Chung has arrived. Welcome back. MR. CHUNG: Thank you. CHR. DAVID: Okay, anyone else? Mr. Richards, go ahead. MR. RICHARDS: Yes,just follow-up. I'm looking at these numbers and it looks like they are for the previous six years inclusive, and we're looking at 370 over six years. I'm just grabbing numbers. MS. MENINO: And then Column B is another additional five years earlier, so 390. So, 390 plus 370 is the total. MR. RICHARDS: Over ten years. MS. MENINO: Yup. MR. RICHARDS: So, about 37 people a year, average. MS. MENINO: There's 31 units. MR. RICHARDS: Okay. What are the hours of the shelter? MS. MENINO: The shelter is 24/7. MR. RICHARDS: And staffed 24/7? MS. MENINO: That's correct. MR. RICHARDS: Okay. All right. No further questions. Thank you. CHR. DAVID: Thank you, Mr. Richards. Ms. Kierkiewicz, go ahead. Page 9 Hawaii County Council-46 August 3,2022 MS. KIERKIEWICZ: Thank you, Chair. I just wanted to lend my support for this particular agreement with HOPE Services. Thank you, Brandee, for being here and for showing up at Council and Committee to just kind of share information and the hard work that you and your team are doing. I think you admitted last time and even today there's room for improvement, but I think you need to take a little bit of that pressure off of yourself and see yourself as one player in this larger ecosystem that's trying to solve for a really complex challenge. I appreciate you just kind of admitting how you're braiding all the various funding streams together, and there's still a little bit of a gap to fill. I'm hoping that some of the Bill 111 monies that we have allocated as the Council can be used so that you can be a little bit more creative in your approach in how you serve folks experiencing homelessness. DAVID: Ms. Kimball, go ahead. MS. KIMBALL: Just to remind everyone, this was proposed as an alternative to looking at modifications to the real property tax rates. The base exemption has not been and the age exemptions have not been modified since 1991. The exemption that you see in Section F that is 20 percent up to 80,000, that was established in 2005, at which time the median home price was around 400,000. It is now about 517,000. Some of this is just bringing it up to the current times, current values. The reason I like this approach is that it's very targeted, as Deputy Director from Finance had mentionedI don't know if he's Deputy Director Steve Hunt. What's his real—it doesn't matter. You all know Steve Hunt. He mentioned that this is a more progressive approach because it is going to provide a greater relative benefit to those folks that are lower median income. Their homes are at values lower than the median. So, that was the justification. Just putting it out there as a reminder. Council Member Chung had some suggestions about perhaps looking at some residential requirements for some of this. Initially, I did look into some of that. I talked with Judge Strance about the legality, and it seemed like there would be, with the appropriate wording, a mechanism for it. But then in further discussion with the Real Property Tax Administrator, I kind of talked myself out of it, or we talked ourselves out of it together, primarily because there are some mechanical problems. The age exemption is actually something that just happens automatically because they collect at the time the homeowner's exemption is granted a social security number so they can monitor that. That becomes a challenge. Page 23 Hawaii County Council-46 August 3,2022 We also looked at some of the unintended consequences. For example, we would end up potentially excluding folks that are coming back from school, right, and they don't have proof of residency. Or they're coming back to take care of an aging parent or something like that. Similarly, if we did some sort of tax requirement demonstration of a state income tax filing, what about seniors who don't make enough to file income tax, things like that? So,just looking at the values, again Keita Jo estimated about 1.2 million would be the lost revenue from the implementation of this program, with some things that we weren't entirely certain about. But with the amount we're talking about, it just seemed like it was going to be a really heavy lift to mechanically try to get something like that implemented. So, I haven't brought forth an amendment of that nature at this point, and I ask my colleagues to support this unamended.
