clarification on data and accounting to show return on investment for both programs, a defined
definition of property owner, i.e.,residential, or commercial,the potential abuse of the program,
avoiding potential prejudice by DEM through verbiage change, as well as a concern of public
funds being used to remove abandoned or derelict vehicles on private properties.
In addition, Deputy Corporation Counsel Malia Kekai informed Your Committee of the required
process on bills and amendments under the purview of the DEM to be submitted to the
Environmental Management Commission(EMC) for comment and recommendations to move
the legislation forward. It was further advised that the next EMC meeting is scheduled for
September 28, 2022.
A motion to refer Bill 200, as amended,to DEM and EMC for comment and recommendations
was made by Council Member Kaneali`i-Kleinfelder seconded by Council Member Lee Loy.
Vote taken with 8 "ayes" and 1 "absent".
Vote taken on motion to forward Bill 200, as amended,to Council with a positive
recommendation with 8 "ayes" and 1 "absent".
Your Committee on Regenerative Agriculture, Water, Energy, and Environmental Management
is in accord with the purpose and intent of Bill 200, as amended to Draft 2, and recommends its
passage on first reading.
