Dear Ms. Leithead-Todd,
Please distribute and circulate this letter to Planning Committee
members and include it in your considerations which I understand begins
tomorrow.
Despite a majority of testimony before the Planning Commission being
opposed to the above referred to application, the Planning Committee made
a favorable recommendation, the Planning Commission made a favorable
recommendation consistent with what appears to be their current policy of
recommending any and all development no matter how much ill-conceived.
Please consider the following stated opposition and reject this "spot
zoning" without adequate infrastructure.
1.} Of greatest concern to Kona residents was and will be the severe
and hazardous pressure this project will create on the extremely
substandard roads (without sidewalks) of Lono Kono/"Hamburger Hill". To
condone a "through street" of severe substandard form, as the application
and Its project would involve, from the Queen Kaahumanu Highway to
Kuakini Highway, is negligence and not in the public interest.
2.) The Queen Kaahumanu Highway improvements the project
requires, should be based upon that "through street", not just the traffic the
project thinks it may generate. And the additional development of the
remainder of the parcel, intended but not yet presented to you, should also
be considered.

3.) A hearing in Kona, with all of Lono Kono/"Hamburger Hill" O u ~

4.) This would constitute "spot zoning". The contiguous and nearby
areas are primarily residential and/or intended or likely to be used for
residential purposes only. Any commercial zoned areas are distant. The
proposed development is incompatible with the Henry Street and Palani
Road commercial corridors and traffic flow. It is also contrary to the
desirable objective of promoting commercial development on the Henry
Street and Palani Road corridors and on Queen Kaahumanu Highway Kohala
of Palani Road (K-Mart/Liberty House/Makalapua), where there is adequate
ilifrastructul•e and access intended for commercial use.
5.) The property is not accessible except by way of the very busy
limited access Queen Kaahumanu Highway, which has no provisions for an
access road to serve this property. Serious traffic congestion, danger, and
access problems would be created by this proposed development,
necessitating huge public expense for turn lanes and stacking lanes, access
roads, signage and traffic lights. The merge lane from the Henry
Street/Queen Kaahumanu Highway intersection, heading south, runs right
into this project!
6.) Commercial development is unwanted at that location. It should
be residential, as intended, and compatible with the area, with access from
makai as an extension of Lono Kono subdi~~sion. Commercial development
there is incompatible with and would compete with and depress the Henry
Street, Palani Road, and Makalapua commercial areas, which are well
planned and accessible, though not yet full} utilized.
7.) There is definitely no need for more commercial zoned land in
the area. There is a great deal of undeveloped and unused commercial land
in the Henry Street, Palani Road and Queen Kaahumanu Highway (Kohala of
Palani Road) Makalapua area, and a tar e number of vacant retail and office
spaces in existing developments throughout Kailua-Kona. This project thus
probably will end up a financial failure (after the County may have to pay a lot
for infrastructure) and would contribute to the failure of other existing
commercial projects.
8.) The proposed structure is unattractive, and without Hawaiian
characteristics that would make it compatible with the preferences of
Kailua-Kona. It is an unimaginative, aluminum, stucco, the and
concrete/asphalt strip mall without character, interest, invitation or
Hawaiian soul. It is not supportive of preservation and enhancement of the
sense of place here, which is already under assault. It would also block
coastal views.

9.) The non-binding interest of prospective off-island tenants which
the applicant may represent to you that he has, should be given no weight.
There is a lot of better located, far less expensive fee or lease commercial
lots and leaseable commercial space available, which such tenants will likely
gravitate towards once and if such tenants get serious about corning to
Kailua-Kona.

this matter in Kona.
