SOLUTION NO. 557 22
A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
SOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANT TO
NORTH KOHALA COMMUNITY RESOURCE CENTER.
WHEREAS, Section 10-16 of the Hawaii County Charter establishes a Public Access,
Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter"Maintenance
Fund")to preserve the land,promote public safety, and maintain a healthy stewardship; and
WHEREAS, Section 10-16(h) of the Hawaii County Charter provides that the
Maintenance Fund may be used for a stewardship grant program, which allows 501(c)3 nonprofit
organizations to apply for grant-in-aid funding for stewardship projects; and
WHEREAS, North Kohala Community Resource Center is a 501(c)3 nonprofit
organization whose mission is to increase the number of successful community projects that
benefit North Kohala through education, training, and bridges to funding, and it has currently
supported over 75 community projects; and
WHEREAS, Kohala Lihikai is under the umbrella of North Kohala Community
Resource Center and has submitted a Maintenance Fund stewardship grant application to
continue providing land stewardship and cultural education for the Kaiholena,North Kohala
property identified as tax map keys (3) 5-8-001:011, 019, 020, 021, 022, 024, and 025; and
WHEREAS, during its September 13, 2021, meeting, and pursuant to Section 2-217 of
the Hawaii County Code 1983 (2016 Edition, as amended), the Public Access, Open Space, and
Natural Resources Preservation Commission forwarded a positive recommendation for this
project to the Director of Parks and Recreation; and
WHEREAS, the project at Kaiholena,North Kohala,proposed by North Kohala
Community Resource Center and Kohala Lihikai, is one of the Maintenance Fund stewardship
grant applications that the Director of Parks and Recreation evaluated in Communication No. 844,
which was submitted to the Council for its consideration on June 3, 2022; and
WHEREAS, in Communication No. 844,the Director of Parks and Recreation's
recommendation is that North Kohala Community Resource Center will be able to complete its
project in accordance with the project description submitted and in strict adherence to the
conditions governing the Maintenance Fund; and
WHEREAS, awarding a stewardship grant to North Kohala Community Resource
Center and Kohala Lihikai will allow it to: (1) conduct community-based, supplemental
archaeological work to develop a preservation plan for Kaiholena, (2) install interpretive signs to
educate the public and increase stewardship actions, (3) work with local students to identify,
prioritize, and implement stewardship actions, and (4) mitigate wildfire hazards by installing a
closed, steel cigarette receptable at the primary access,pruning kiawe trees, removing wood fuel,
and weed-whacking grasses and groundcovers; and
WHEREAS,the project proposed by North Kohala Community Resource Center and
Kohala Lihikai will benefit the community-at-large and leverage partnerships to maintain a
healthy stewardship of the Kaiholena property, which was acquired in 2010 and 2013 through
the Public Access, Open Space, and Natural Resources Preservation Fund; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,
pursuant to Section 10-16(h)(1) of the Hawai`i County Charter, a Maintenance Fund stewardship
grant shall be awarded to North Kohala Community Resource Center in the amount of$64,042.
BE IT FURTHER RESOLVED that, pursuant to Section 10-16(g) of the Hawai`i
County Charter, funds from the stewardship grant awarded by this resolution shall be used for
public safety maintenance and preservation of the Kaiholena,North Kohala property acquired
through the Public Access, Open Space, and Natural Resources Preservation Fund, identified as
• tax map keys (3) 5-8-001:011, 019, 020, 021, 022, 024, and 025.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance.
