MS. KIMBALL: I just wanted to see if we had Mr. Duerr in attendance. He was
not here for the initial conversation. I just wanted to see if he had anything to say
if he's available.

MR. DUERR: Aloha kakou. Yes, I was on the Mainland when the Committee
was meeting, and I'm glad to be here. I just want to say thanks to everyone who
won their election and do good work in the future.
Game Management is a commission that is really not on many people's radar.
But instead of thinking "game management," one should think "food security."
This includes the mountain and the ocean. Right now, the biggest issue with the
ocean is DLNR's (Department of Land and Natural Resources') Division of
Boating and Ocean Recreation has a stated strategic plan to privatize all small
boat harbors in the State of Hawaii, and that would include ramps and small boat
harbors. So, this is a major issue that the Game Management Commission should
be and will be taking a look at. I want to thank you all for your time and for your
efforts.
MS. KIMBALL: Thank you, Mr. Duerr. Again, I think this is going to be an
excellent addition to the Game Management Commission. Look forward to
working with you on Laupahoehoe's small boat harbor, and I will be supporting
this nomination. Thank you, Chair.

OF COUNTIES ANNUAL CONFERENCE HELD ON JULY 21-24, 2022,
PURSUANT TO HAWAII REVISED STATUTES SECTION 92-2.5(e)

CHR. DAVID: Go ahead, Ms. Kimball.
MS. KIMBALL: Thank you, Chair. This is just to report that Council
Member Lee Loy, Council Member Richards, Council Member Kierkiewicz, and
myself attended the NACo (National Association of Counties) conference. I just
want to make a couple of comments. I think, first of all, there's never been a
more important time for our community, our Council Members to be involved at
the national level, whether we're talking about the infrastructure bill, the recently
passed Inflation Reduction Act. We were able to make contact and have great
conversations about how to access and tap into those funds and bring those
resources to the County.

I will also say that our small State has a very strong contingent. They all know us
over there. We have a lot of involvement. We have Council Member Richards,
Council Member Lee Loy on WIR (Western Interstate Region), as well as
Shane Sinenci from Maui. Council Member Kierkiewicz gave a great
presentation in one of the arts and culture sessions, and she has been appointed to
several vice-chair positions within NACo. I'm on the environment, energy, and
land use policy committee. So, we are making our mark at the national level. I'm
very proud of the Hawaii delegation, not just the Hawaii County delegation but
our entire delegation as a state the level of involvement and participation at the
national level. With that, I'll yield and I encourage my other colleagues to share
anything that they gleaned from the conference.
CHR. DAVID: Thank you, Ms. Kimball. Anyone else? Mr. Richards.
MR. RICHARDS: Thank you, Chair. I just want to echo what Ms. Kimball has
said about involvement at the national level. We have a loud voice when it comes
to NACo. We're setting County policy but at the national level, meaning the
interaction between the counties. And able to work things through at the Federal
level can't be understated as far as the importance.
One of the things that they say about Hawaii is Hawaii shows up; Hawaii
participates. That's very important as we go forward. Having the input for
Federal policy at the County level, President Biden said it best. He said, "You
guys are the boots on the ground," and that's where this involvement is so
important. In being able to develop those relationships in working with other
counties, working with other states, we're able to move the agenda forward.
Because of this relationship, our County—again, EELU (Environment, Energy,
and Land Use)—we're able to work, in effect, on policy at the Federal level for
coral reefs. It's all because of that. We're able to work on Waters of the United
States. We can get a resolution passed on that, again because of this involvement.
So, thanks, Ms. Kimball, for bringing this up, but the importance of the
participation cannot be overstated. Thanks, Chair, I yield.

MS. LEE LOY: Just to echo everything, but I think the biggest takeaway for us,
too, is we're not alone. Everybody across the country is trying to solve for the
same things: repairing our roads, repairing our bridges, housing, mental health
issues. We're all in this together, and that really is the biggest takeaway.
Networking and those relationships really do help. Coming back, I've been able
to connect with people across the country, really talking about supply chain issues
and workforce issues, and figuring out ways that they're solving and helping to
advance that here. But yeah, it really is always a very good experience at these
conferences. Thank you, I yield.

The Hawaii Island Community Development Corporation requests exemptions
from the following Zoning Code requirements to provide for the development of
90 affordable rental units: Section 25-2-41, which would allow changing the
zoning district from Agriculture— 1 acre (A-la) to Multifamily Residential —
4,000 square feet(RM-4); and Section 25-4-47, which would allow a 10-foot
separation between main buildings instead of the required 15-foot separation.

Committee about this 201H request that's being put forward by HICDC (Hawai`i
Island Community Development Corporation), which would provide for 90 units
to support the housing needs for kupuna and families in our community.

Keith Kato and Jeremy McComber, as well as Susan Kunz, are available via
Zoom if my colleagues have questions. But we had a great discussion in

MR. KANEALI`I-KLEINFELDER: Thank you, ma'am. So, this resolution is
more than just a"feel good." This is to allow two different exemptions for the
proposed project and I had some questions. I'd like to hear
CHR. DAVID: Who do you direct your questions to?
MR. KANEALI`I-KLEINFELDER: The question would be open to any of the
folks on the call, more so in regards to Item 2 in exemptions requested, which is
the change to allow a 10-foot separation between the buildings instead of the
required 15 (feet).
CHR. DAVID: Okay, I see Administrator Kunz. Welcome. She's online. Go
ahead, Mr. Kaneali`i-Kleinfelder.
MR. KANEALI`I-KLEINFELDER: Okay. Ms. Kunz, did you hear my
question?

address the members of the Council.)
MS. KUNZ: Yes, I did. Good morning, everyone. My name is Susan Kunz. I'm
the Housing Administrator for the Office of Housing. Specifically, you had
concerns regarding this exemption request?
MR. KANEALI`I-KLEINFELDER: No,just questions about it. I'm looking
through the different information that was provided to us, and looks like there
were some questions from the Fire Department regarding putting the buildings
closer together. So, I just wanted to follow up on our end at the Council level.
MS. KUNZ: Okay. I think I'm going to defer to Keith Kato if you don't mind. I
believe he's also on the call.
MR. KANEALI`I-KLEINFELDER: Okay. Mr. Kato, if you could.

forward to address the members of the Council.)
MR. KATO: Keith Kato, Hawaii Island Community Development Corp.
(Corporation). We're requesting that this is an exemption from the Zoning Code.
We're not requesting an exemption from the Building Code or the Fire Code.
We're in full compliance with those codes. I believe that the provision in the
Zoning Code is really more of an aesthetic consideration. As for the site plan that
we have, we would like to be able to get the buildings close together where it's
(inaudible) need to so that we can maintain the single-story development and the
unit count. That's really the purpose of it.
MR. KANEALI`I-KLEINFELDER: Okay. So, the purpose, in your eyes, is to
allow for everything to be single story?
MR. KATO: No, not everything. But as we work on the site plan, it would be
good to have the flexibility to be able to do that. We are anticipating two-story
structures along Mohouli Street itself and adjacent to the County's facility where
there's a dispatch center that's immediately makai of this site. What we did want
to do is maintain the single stories along the rear boundary line, which we share
with the Sunrise Estates subdivision.
MR. KANEALI`I-KLEINFELDER: Okay. Thank you for the explanation. I'm
seeing looks like our Fire Department's having just a little bit of heartburn by
decreasing that spacing as it increases the possibility of fire exposure to other
buildings. It looks like this revolves around the cost of doing sprinkler systems
within the buildings themselves. I just want to note that this is an exemption
being requested, but if the Fire Department has heartburn then I think it's worth
mentioning. You have a response to that?
MR. KATO: Theoretically, it is possible to put in sprinklers that they requested.
We're doing a project with the Big Island Housing Foundation out in Papa`aloa
now, the Papa`aloa Elderly Housing. And that one, their sprinklers were required
because of the configuration of the property, and it's working out to be about
$28,000 per building. That's a substantial cost.
MR. KANEALI`I-KLEINFELDER: Okay. Do we have anyone from the Fire
Department available to discuss this? If not, I'm just going to ask to table this
until we can get a Fire Department comment.

CHR. DAVID: All right. Mr. Kaneali`i-Kleinfelder, before I ask for a second,
we have Jeff from the Planning Department. Would you want him to weigh in on
your question while you wait for the Fire Department?
MR. KANEALI`I-KLEINFELDER: Yes. That would be wonderful.
Mr. Darrow, thank you for joining us today.

forward to address the members of the Council.)
MR. DARROW: Aloha.
MR. KANEALI`I-KLEINFELDER: Aloha.
MR. DARROW: Jeff with the Planning Department. I understand there's a
question regarding the request for the 10-foot setback instead of our normal
15-foot setback between buildings.
MR. KANEALI`I-KLEINFELDER: Correct, Jeff. I was looking over the notes
that were submitted to us regarding this resolution for the exemption of certain
Code requirements. I just thought that the Fire Department had some heartburn
about decreasing the distance between the two buildings from 15 to 10, and
mainly because of the possibility of fire-related issues in the future. And looks
like there was some concern about the cost from HICDC regarding installing
sprinkler systems in each building, which I completely understand, but, hey, I
want to make sure that we're not putting our community at risk. It'd be good to
hear from Planning and your comments on this, your perspective.
MR. DARROW: Okay. Well, unfortunately, that's the first I mean, we did
discuss the issue of fire regulations at the last hearing. My understanding is that
the applicant was going to comply with whatever requirements that they had
asked in regards to sprinklers or whatever it was going to require, but I don't
recall any discussion about this issue of the setback between buildings.
From a Planning standpoint, because of the design of this pocket neighborhood
concept that the applicant is proposing for this particular project, we felt that from
a design standpoint it wasn't that big of an issue for Planning. A lot of times
projects ask for variances or planned unit development permits for variances from
all kinds of setback requirements. The applicant is only requesting, my
understanding,just a five-foot decrease on the setback between buildings.
I really can't speak—if Fire has an issue with it, then obviously at this point we'll
need to consider that; speak with the applicant and see what we can work out, and
maybe even speak with Fire about this.

MR. KANEALI`I-KLEINFELDER: Okay. Thank you, Jeff. I'm glad to have
your perspective on this. I am going to ask for just a comment from Fire before
we finalize the motion, yeah, if can. Thank you. I just want to hear from the Fire
Department. It's an email chain between Palani Kurashige and Kaloa Robinson;
there is a number of people that were going back and forth. I just want to hear
from them if we can. Chair?

MR. KANEALI`I-KLEINFELDER: I'll just do a brief kind of catch-up on where
we stand right now. We have Resolution 475-22, which is the exemptions from
certain codes for the affordable housing project off of Mohouli Street. I was
looking over the notes in the folder, and there was some concern expressed by the
Fire Department about bringing the buildings closer together from 15 to 10 feet,
and mostly on the standpoint of fire safety. And understanding there's some
concerns from the HICDC, the Hawaii Island community development group,
regarding the cost of fire sprinklers. What is the situation right now? Are they
going to be installing the fire sprinkler system regardless? Are we moving away
from it? I mean, where does Fire Department stand? What's important to public
safety?
MR. KURASHIGE: What's important to public safety—again, if you
MR. KANEALI`I-KLEINFELDER: If you could, sir, introduce yourself.
MR. KURASHIGE: I'm sorry. My name is Battalion Chief Palani Kurashige.
MR. KANEALI`I-KLEINFELDER: Thank you, sir.
MR. KURASHIGE: I'm the Battalion Chief of the Fire Prevention Branch. Now
I remember what this was about. Again, whenever you bring a building in closer
from 15 feet to even 10 feet and if that building catches on fire, through heat

radiation it's going to go to the next building. So,that's why I recommended if
you're going to bring it closer, then you would want to install sprinklers; but I
know there was a conversation regarding cost. But again, my recommendation is
always to sprinkler the buildings because, in terms of life safety first, sprinklers, I
believe, save lives because it will go off prior to the Fire Department getting
there. So again, that was my recollection of the comments and the emails that I
had with Mr. Robinson, I believe.
MR. KANEALI`I-KLEINFELDER: Yeah. I think that is correct. Okay. So,
more so, if we're going to put the buildings closer together, then the Fire
Department's urgeI don't know if there's a requirement. Is there a requirement
to install sprinkler systems at that point?
MR. KURASHIGE: I don't know if it's a requirement yet in pertaining to a
Code, but again, it's always a recommendation from the Fire Department.
Because again, we started off with 15 feet between buildings; now you have 10.
You don't know, also, what's going to be stored between those buildings. If
people are living there, they're going to store stuff on the outside; now those
become fuel loads also, which if you stack more stuff in between and those catch
on fire, then again heat will build up if they catch on fire. And again, it will
radiate to the next building.
What I'm saying is sometimes we don't have enough resources, depending on
where this thing's at. I just want to make sure that in case there's a fire, we try
and stop it as possible, and that's where the sprinklers come in. That was my
point that I was trying to make, is in regards to life safety and property protection,
sprinklers, to me, is the best way to extinguish the fire prior to Fire Department
arrival.
MR. KANEALI`I-KLEINFELDER: Okay. I agree completely. Sorry.
MR. KURASHIGE: I appreciate this is a County project.
MR. KANEALI`I-KLEINFELDER: Yeah. The reason this is in front of us is
because it's one of the exemptions being requested, and I was interested to see
what the Fire Department—your view was. So, thank you for sharing that with
us.
MR. KURASHIGE: You're welcome.
MR. KANEALI`I-KLEINFELDER: Mr. Kato or Ms. Kunz, if you could,just in
response to the Fire Department's concerns. Now, we're discussing multi-family
dwellingsso, dense buildings and good density here. So, is the plan to install
sprinkler systems in the buildings for public safety or not?

MR. KATO: Our proposal is that we would install fire sprinklers if they're
required by the Building Code or the Fire Code.
MR. KANEALI`I-KLEINFELDER: Okay. So, as I heard
MR. KURASHIGE: That would come from the Building first. When you submit
plans, they would look through their Code and see if it's required, and then we
would do the plan review on it and make sure that it complies to NFPA (National
Fire Protection Association) 13, which is the Sprinkler Code.
MR. KANEALI`I-KLEINFELDER: Okay. What I got from you earlier was it's
not actually required in our Code currently.
MR. KURASHIGE: Not that I know of. I have to check on that.
MR. KATO: Whatever is required for the Building Code set, for the Fire Code
set, we'll fully comply with that.
MR. KANEALI`I-KLEINFELDER: Okay, that's good. Chief Todd is here as
well. Chief, you want to weigh in on this as well? I just want to make sure.
We're building a fairly large project here. It's a great thing for the community,
but public safety is paramount.
(Note: At this time, Fire Chief Kazuo Todd came forward to address the
members of the Council.)
MR. TODD: I do want to clarify kind of how everything breaks down.
Obviously, they're working with the Planning Department and talking about the
zoning and distances and everything else. As far as projects go, they have their
process to go through. The Fire Department itself is that inspection of the system
that gets mandated by the Building Department, and then the maintenance of
those systems.
The section of the Fire Code that we have does not mandate whether a building
will have a sprinkler system or not. It's not for us to determine that. That is up to
the Building Code. In this case, they're asking to put buildings closer together.
That is possible but it changes those requirements, and the Building Code will
cover whether or not a sprinkler system goes in. From our perspective, we're
always going to advocate for more safety, and we're like, "Hey, you guys have a
high load here,"but we're not here to try and interpret the Building Code and
when things do kick in.
So basically, with closer buildings, you can build them as not combustible
because then the walls aren't going to catch on fire and you don't have that fire

transmission. You can put sprinkler systems in. You can do a variety of different
building techniques or other things like that to eliminate the need for a sprinkler
system. It all depends on how they're designed.
One of the problems when they submit some of these planning requests ahead of
time is there's not a lot of actual fine details other than, like, "Here's a plot plan
and this is basically where we're going to put it,"but there's no specifications.
So, it's hard for us to really weigh in other than, "Well, it looks like a pretty big
building and looks like maybe we should probably have sprinklers in there." But
we won't know until the plans actually come across the desk as far as whether it's
a requirement or not. Building will make that determination.
Then when they make that determination, the plans for those systems will come
across our desk, and we will determine if they are designed appropriately, will
meet the need that is specified based on the hazard classification level of the
building and occupancy, and that the appropriate bracing and everything else is
done. Then when the system starts getting installed, my inspectors are going out
there to verify the flow testing, the pipes got cleaned out, that everything got
hydro (hydrostatic) tested appropriately, and then we run our flow test and alarm
systems and everything else. That is a journey in and of itself. We're out there
six, seven times in the construction phase just for each system.
Basically, that's kind of the breakdown. They're going to start first with planning
and zoning and everything else, and then the Building Department would
determine what kind of systems go in. Anything that's fire-related, we then check
those systems to verify they are compliant and meet NFPA 13, for example, on
sprinkler systems, and then we go from there.
MR. KANEALI`I-KLEINFELDER: Okay. That is very helpful. Thank you. I
think more so as we look at what's being exempted and just making sure that
we're reading through the documents in front of us, that way it'll at least bring it
to light that there was a concern, and understanding that the process from here on
out is detailed and will catch all of these little fine tunings that need to be done. I
just want to get it on the record that was stated and the Fire Department is
concerned about public safety. So, thank you both.

for our community, but as we all know, public safety is even more so. Thank you,

MS. KUNZ: I just wanted to make a comment because I did get clarification that
this particular project's occupancy is rated as an R3. So, Chief Todd, thank you
for your comments, but I'm wondering if having this information, if you can
provide a little more detail to that.
MR. TODD: I apologize. It has been a while since I've done plan review. An
R3 with the distances, it's still going to be determined by the Building Code as to
whether or not a sprinkler system goes in. We could probably go back up and
grab our copies of the Building Code and start digging into it, but it's probably
better to come from someone in the Building Department who does their plan
review to determine whether or not a sprinkler system goes in.
The problem is the Fire Code and the Building Code don't exactly line up. We
run the Building Code off the IBC the International Building Code Council
and we run our Fire Code off the NFPA instead of the International Fire Code
from the International Building Code Council. So, there are areas where our
requirements would have kicked in, but the Building Code won't because they're
different consensus organizations.
We're super familiar with the Fire Code. The problem is there are differences
between the two codes. They don't exactly line up in terms of numbers or
requirements. They're similar but not the same. So it's better for someone from
the Building Department to actually weigh in on when those requirements kick in.
Then once it does, we'll basically come in.
MS. KUNZ: Okay, thank you. Thank you so much.

contingency relief funds. I also wanted to address that question that was brought
forward by a constituent concerning the price of the project. I wanted to let them
and anyone else who might have a question know that we did explore every
opportunity, both from managing the project internally through the County and
talking to the professionals that work in Parks and Rec. (Recreation) and their
fencing procedures and supplies. They agreed that this is industry standard and
norm, as well as this local contractor who bid the project. The fencing is going to
be installed in areas with pretty extreme lava and potential blue rock.
So, I just wanted to let our community know, in all caution and concern for fiscal
responsibility, that the total cost of the project being approximately $20,000,
between Council Member Inaba and myself and Kohanaiki Shores and some
contributions from that private developer enterprise is how we are able to pay for

this. And the hundreds, if not thousands, of hours that have been put into creating
this facility, which is cherished and prized as a learning center on the Kona Coast,
putting in some fencing to mitigate our ungulate issues with the goats right now is

MS. FRENZ: Thank you. Good morning. Deputy Corporation Counsel Cody
Frenz on behalf of Civil Defense. As you already indicated, Ron is joining me
this morning. We did ask to waive this from Committee because we had a time-
sensitive issue on behalf of FAA (Federal Aviation Administration) for funding
purposes. So, it was essential, once we learned that, to get this moving a little
quicker. So, I do apologize for that inconvenience.
The agreement that we have with the FAA, as indicated by the reso (resolution), is
for the installation of a weather camera in Laupahoehoe, which I think would be

really beneficial to not just the County but many others, given a lot of the
accidents that do occur for aircraft space on weather conditions. Ron can speak to
that more if, Council, anybody has any questions.
MR. KANEALI`I-KLEINFELDER: Ron, if you could give us just a little
background, summarize. Please introduce yourself as well.
MR. SOLEMSAAS: This is Ron Solemsaas, Radio Systems Manager for
Hawaii County Civil Defense.
MR. KANEALI`I-KLEINFELDER: Thank you. Just a quick summary.
MR. SOLEMSAAS: A quick summary: This is actually in response to a deadly
helicopter crash in 2019, in Kauai I believe it was. So, there was a bill that came
through to outfit some of the local radio towers—State-owned towers or County-
owned towers to allow for pilots as they land to view weather conditions. We
don't get any dollars out of this. In fact, we end up paying the power for the radio
site, but it's pretty low-wattage equipment so it's not going to be a huge issue for
us as far as paying for power. It really is a public safety issue, and this addresses
their concern.
MR. KANEALI`I-KLEINFELDER: Okay. This is four cameras on one tower?
MR. SOLEMSAAS: That is correct.
MR. KANEALI`I-KLEINFELDER: Facing all four directions or ?
MR. SOLEMSAAS: That is correct.
MR. KANEALI`I-KLEINFELDER: Okay. This is Pepe`ekeo. Is there anything
planned for the west side or Ka`u or Hawi?
MR. SOLEMSAAS: This is the only one that they funded for this island at this
point.
MR. KANEALI`I-KLEINFELDER: Okay. Due to the most I mean, most of
our routes are coming in from Honolulu along this coastline?
MR. SOLEMSAAS: That I don't have an answer for, but that would make the
most sense, yes.

MS. HIRAISHL Thank you. Good morning, Council. Michelle Hiraishi, Deputy
Director of Parks and Recreation. So yes, that's the intent. We're actually
looking to establish recycling bins possibly in some of our parks. The bigger
picture is we were looking at how we can take all the rubbish that we collect,
especially on our beaches, and refurbish that. We constantly are even throwing it
away to our landfills.

When this idea came up with East Hawaii Cultural Center, could we take those
plastics from our landfills or from our beaches and refurbish them somehow to
either functional works of art or useful pieces of equipment that we could use in
our parks. So, we convened a group through all the departments, or several of the
departments, as well as Parks and Recreation with Ashley Kierkiewicz to kind of
look at, hey, how could we do this project. We were able to figure out with a
group from Detroit that already is doing this kind of work to make this kind of
thing happen. We looked at possibly putting benches into our parks, but that
would open up potential ADA (Americans with Disabilities Act of 1990)
compliances.
We already know that right now what exists in our parks is often our park
maintenance staff is dealing with rubbish that's strewn around our rubbish
containers because lots of times folks are rifling through there looking for
recycling. So, we came with the idea of let's focus on recycling kind of
containers to see if this kind of project works. So, that was the idea when
East Hawaii Cultural Center they already do a lot of ocean work and ocean
safety kind of presentations, so it was a natural tie-in for us there.
MR. KANEALI`I-KLEINFELDER: Are you going to tie in any of the existing
folks who are doing, like, Precious Plastics? I think there's a company in Kona
now that's taking recycled plastic and turning it into fence posts and different
kinds of things. Are you tying ?
MS. HIRAISHL We are with Precious Plastics, not necessarily with Kona folks
that you're mentioning, but that's another group we could reach out to.
MR. KANEALI`I-KLEINFELDER: They have the equipment already, so I guess
it kind of makes sense.
MS. HIRAISHL We are working with both, like I mentioned, County
departments as well as some local businesses, as well as nonprofits.
MR. KANEALI`I-KLEINFELDER: Okay. I think one hurdle I do seeI love
this, again—is when we had our plastic recycling at the transfer stations, what
was going into those bins was just anything and everything. So, there may be a
substantial challenge in sorting whatever ends up in those recycling bins.
MS. HIRAISHL Absolutely, and that's part of what we're working out hopefully
in this pilot: Is this something that's even feasible that we could look at long
term? So, that's part of this process and that the funds will be used to actually
figure out how we are going to sort, where we are going to sort, that type of thing.

MS. KIERKIEWICZ: Thank you, Chair. Mahalo nui, Deputy Hiraishi, for being
here and for being a partner in this project. I just want to reiterate with the
Council this is something that my office was able to lead in partnership with Parks
and Recreation, Environmental Management, a member of Community Partners,
including East Hawaii Cultural Center, Precious Plastics. We went after a
National Endowment for the Arts' Our Town grant. We're one of 60 counties
across the country that was selected, so kind of a big deal.
We're doing a demonstration project here. How do we divert key plastics, No. 2?
And No. 5, these are your milk jugs; these are your yogurt containers, your
laundry detergent bottles. Grind them up and create a new plastic material that
will serve as the basis for functional artwork to be installed in a few County parks
around the island. We've engaged Parks and Recreation staff to identify where
we can activate parks across Hawaii County. The four parks that have been
selected are Kalakaua, Hale Halawai, Mahukona, and N5'51ehu parks. This,
again, was after engaging park staff to see where there is need and for this type of
engagement.
We're going to be working, like Deputy Hiraishi mentioned, with a technical
partner from Detroit, Michigan, that is actually already doing this work, and
training up local folks, kids, any member in the community that is really
interested in how we might be able to leverage technology and merge it with the
arts.
I do appreciate the sentiments that were raised by Cory Harden and
Jennifer Navarra. I think Jennifer said it would be great if the Council were to
take the lead on this and do something. We are. We're trying. This is one way
that we're able to do that. What we're hoping that this project actually highlights
is our overall consumption as community, and just highlight how much plastic we
use in our lives and just getting the message out there about how we might move
away from a more plastic-free lifestyle. So,just looking for everyone's continued
support. As we have activations in the various communities to secure plastics,
break them down, really invite everybody to participate in this truly very
interesting and innovative project for our community. Thank you, Chair.

monies in there that are directly targeted towards developing a fossil fuel-free
transportation sector. I was speaking to one of my contacts in Washington who
told me, "The Biden Administration, they have a whole bunch of money and I
don't know where to send it to." And things like this where we have legislation
on the books that establish these things as our priorities gives us the vocabulary
and the language to put into those grant proposals that will help us bring that
revenue to the County. So, looking for my colleagues' support.

pandemic and lost passenger fares through December 31, 2025.

utCHR. DAVID: We've got time.
MR. CHUNG: I think I can safely speak for you and me to congratulate all of our
colleagues who prevailed in the last election. The reason why I'm bringing it up
is we're so relaxed, right, this time. We didn't have to run for reelection. I know
how stressful it is. It's a stressful time. No matter how good work each
individual Council Member has made and, you know, whatever people have told
you, "No worry; you going win," still it's an ill feeling going into it. Exciting and
still stressful. So, I wanted to congratulate all of you.
CHR. DAVID: That is so spooky because I told Clerk Henricks I wanted a time
to actually say that. So, you're reading my mind. No, but, actually ditto to what
Vice Chair Chung has said. I was going to congratulate each one of you, but I
also, on top of that, I want to congratulate our Elections Division. Cori and her
people, I swear they—Clerk Henricks, you and your staff, Susan, you folks have
done an excellent job in handling this new form of elections. I just really want to
extend this Council's or this body's mahalo to you folks for doing such a great
job, and everyone. Thank you. Mr. Richards.
MR. RICHARDS: Just a quick comment. I think, Chair, I'm accurate that our
County had the highest voter turnout. It wasn't good statewide but our County
had the best. That is due to our Elections Division. So, thank you.
CHR. DAVID: Before I go to you, I have to concur with Vice Chair Chung. This
has been the most relaxed election I've been through. Go ahead, Jon. Go ahead.
MR. HENRICKS: It's not a competition voter turnout but we did win, and that is
attributed to the voters for showing up. We'd like to see more participation at
General Election, and thank you for the acknowledgement. Elections is a
thankless job but all jobs are thankless, but we do appreciate the recognition.

MS. KIMBALL: Chair, if I may, if the body will humor me, I have one
announcement today. My great aunt, Aunt Mary Alice Mayberry, turns 104 today

MR. HENRICKS: I just had another additional announcement and now
Ms. Kimball brought this up this morning since we're all here around the topic of
elections and what's coming up. We are planning a full-scale inauguration for the
first time in several years. So, I wanted to let the Council Members know that to
prepare for that, with full attendance. We're looking forward to that. And just
make that public announcement as well that the plan is to be back at the Afook-
Chinen Civic Auditorium on the first Monday to celebrate the new Council.
