A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND LIONS
FOUNDATION TO ASSIST WITH EXPENSES RELATED TO THE 2022 HILO DOWNTOWN CHRISTMAS LIGHTS PARADE, “ROARING INTO THE HOLIDAYS”.
WHEREAS, the Big Island Lions Foundation is a 501(c)(3) nonprofit organization that is dedicated to serving the needs of the greater community; and
WHEREAS, the holiday season is nearly upon us, and the Big Island Lions Foundation has volunteered to take on the task of coordinating the 2022 Hilo Downtown Christmas Lights Parade,
“Roaring Into the Holidays”, the parade being a highly anticipated event that has been dormant since the COVID-19 pandemic; and
WHEREAS, the Big Island Lions Foundation is requesting funding assistance to help cover necessary expenses, including, but not limited to, special duty police officers to ensure safety,
participant candy, permits, signage, banners, safety equipment/supplies for volunteers, and advertising; and
WHEREAS, one of the goals and objectives of the Department of Parks and Recreation is to provide or assist in the provision of events and activites that celebrate our diverse cultural
and historic traditions in healthy and safe environments; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 2 will be appropriated to the Department of Parks and Recreation to provide
a grant to the Big Island Lions Foundation to assist with expenses related to the coordination of the 2022 Hilo Downtown Christmas Lights Parade, “Roaring Into the Holidays”.
BE IT FURTHER RESOLVED that the County Council hereby transfers/appropriates the following amount as set forth below:

is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
