Your Committee on Finance, to which was referred Resolution No. 531-22, reports as follows:
Resolution No. 531-22, transmitted by Council Member Rebecca Villegas via Communication No. 970 dated
August 26, 2022, authorizes the Director of Finance to enter into negotiations for the acquisition of Tax Map
Keys: 7-8-012:035 and 106, situated in the District of North Kona, also known as Keauhou Bay, utilizing
the Public Access, Open Space, and Natural Resources Preservation fund.
The County seeks to acquire approximately 26,390 square feet of land to protect sacred burial grounds,
natural resources and buffer zones, and preserve and promote Hawaiian culture, tradition, and customary
practices. This parcel is listed as priority number 13 for purchase in the 2021 Annual Report of the Public
Access, Open Space, and Natural Resources Preservation Commission.
Committee Member Rebecca Villegas provided a brief background of the property, emphasizing its
significance and potential benefit for the community.
Committee Member Maile David confirmed the location of the property. Ms. David then stated her support.
Committee Member Ashley L. Kierkiewicz provided comments in support of the measure.
Pursuant to Section 2-218(a), Hawaii County Code, the Council shall, by resolution, select land or lands to
be preserved through acquisition from the fund, as recommended by the Mayor in a list developed by the
Commission.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 531-22, and
recommends its adoption.
