Your Committee on Finance, to which was referred Resolution No. 537-22, reports as follows:
Resolution No. 537-22, transmitted by Finance Director Deanna S. Sako via Communication No. 977
dated September 1, 2022, authorizes the Department of Research and Development to award funds to
Hui Ho`olako for Hawaiian Initiatives.
This resolution provides $500,000 of state-derived funds to renovate the Feed Mill at the University of
Hawaii Hilo's Pana`ewa Farm and implement the Gorse Pilot Program feedstock study.
Glenn Sako, Economic Development Specialist of Agriculture, provided comments in support of the
measure, emphasizing the project as a means to control gorse and increase livestock feed production.
Committee Chair Matt Kdneali`i-Kleinfelder and Committee Members Herbert M. "Tim"Richards III,
and Aaron S. Y. Chung all provided comments in support of the measure.
Pursuant to Section 2-139(a)(3)(A), Hawaii County Code, grant awards in excess of$25,000 to
nonprofit organizations shall specifically identify the organization receiving the grant funds and the
purpose for which the grant funds shall be used in an ordinance or resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 537-22, and
recommends its adoption.
