Your Committee on Finance, to which was referred Resolution No. 539-22, reports as follows:
Resolution No. 539-22, transmitted by Finance Director Deanna S. Sako via Communication No. 979
dated September 1, 2022, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year agreement for support and maintenance of the Inovah Cashiering System for
the Department of Finance.
This resolution authorizes the Mayor to enter into a five-year agreement with an approximate annual
cost of$35,100.
Per Committee Member Ashley L. Kierkiewicz's request, Ms. Sako provided a brief overview of the
cashiering system. Ms. Kierkiewicz then asked Ms. Sako whether the system would allow the Licensing
Division to now accept credit cards for payments. Ms. Sako stated that she would confirm with the
department whether that is an option.
Per Committee Chair Matt Kdneali`i's request, Ms. Sako stated that the vehicle registration kiosks in
stores, which do accept card payments, are by a separate and independent contractor.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease, or other obligation requiring the
payment of funds from the appropriations of a later fiscal year shall be made or approved by resolution
by the County Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 539-22, and
recommends its adoption.
