Your Committee on Finance,to which was referred Resolution No. 540-22, reports as follows:
Resolution No. 540-22, transmitted by Finance Director Deanna S. Sako via Communication No. 981
dated September 1, 2022, authorizes the Office of the Mayor to enter into an agreement with the State
of Hawaii Department of Transportation pursuant to Hawaii Revised Statutes Section 46-7, for a
grant to the Office of Management.
This resolution allows for the receipt of$96,000 in federally-derived funds, which would be used to
promote alternative transportation options and safe routes to schools through the Trek the Trails
proj ect.
A motion to amend the resolution with the contents of Communication No. 981.1 was made by Committee
Member Susan L. K. Lee Loy and seconded by Committee Member Herbert M. "Tim"Richards III. Said
amendment adjusts the resolution's language to include the Federal Highway Administration in the
agreement. All members present voted unanimously in favor of passing the amendment with eight ayes.
A motion to amend the resolution with the contents of Communication No. 981.2 was made by
Ms. Lee Loy and seconded by Committee Member Holeka Goro Inaba. Said amendment corrects
technical errors in language. All members present voted unanimously in favor of passing the
amendment with eight ayes.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13, Hawaii County Charter, the
Mayor is authorized to apply for, receive, and expend the funds for contracts with private parties, other
counties, the State, or the United States government for functions or activities which the county is
authorized to perform.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 540-22, as
amended to Draft 2, and recommends its adoption.
