Your Committee on Finance, to which was referred Bill No. 210, reports as follows:
Bill No. 210, transmitted by Finance Director Deanna S. Sako via Communication No. 982 dated
September 1, 2022, amends Ordinance No. 22-64, as amended, relating to public improvements and
financing thereof for the fiscal year ending July 1, 2022 to June 30, 2023.
This bill adds the Public Works Pdpa`aloa Gym & Park Improvements—County project($5 million) and
the Papa`aloa Community Center Gym— State project($5 million) to the Capital Budget. Funds for
these projects shall be provided from General Obligation Bonds, Capital Projects Fund—Fund Balance
and/or other Sources ($5 million), and State Grants Receivable ($5 million), and would be used for the
planning, design, and construction for a new Papa`aloa gym.
On behalf of absent Committee Members Heather L. Kimball and Holeka Goro Inaba, Committee
Member Maile David thanked community member Lucille Chung for her testimony and provided
comments praising the Pdpa`aloa community for their work to secure this funding.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 210, and recommends
its passage on first reading.
