RE: Bill 159, Draft 2
As discussed in the Public Works and Parks Committee meeting of November 3, 1999, I am
forwarding Bill 159, Draft 2, which includes a Section 24-4.1 relating to Penalties. This penalty
provision was taken from Ordinance 98-135 that set the penalties for violating the prohibition of
skateboarding in Downtown Hilo Commercial area at a fine of not more than $25 for a first
conviction, $50 for a second conviction, and $75 for a third or subsequent conviction. It also
requires the court to order the confiscation of the coaster, roller skate, roller blade or skateboard
upon the third conviction of a violation of Section 24-4, Hawaii County Code.
