HomeMy WebLinkAboutRES 573 Draft 01 2020-2022 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO SELF DISCOVERY THROUGH ART FOR ITS “RECOVERY, RESILIENCE, RECREATION ONLINE FACILITATOR TRAINING PROGRAM.” WHEREAS, Self Discovery Through Art is a 501(c)(3) nonprofit organization whose mission is to nurture and strengthen the mental health of all people using “arts as medicine”; and         WHEREAS, Self Discovery Through Art provides a structured art experience in creative problem solving by moving away from an overreliance on verbal expression to focusing on symbolic and non-verbal expressions; and           WHEREAS, the “Recovery, Resilience, ReCreation Online Facilitator Training Program” is designed to increase the organization’s capacity by administering online training programs and learning management systems so that developed art curriculum can be accessed by more individuals who are interested in facilitating art therapy to promote mental health; and WHEREAS, Self Discovery Through Art is requesting funds to hire a resource administrator to digitize art-therapy curriculum and create a website for online training programs; and WHEREAS, this project falls within the Department of Research and Development’s mission to support the development of a local economy that is diverse, stable, and in balance with Hawai‘i’s ecology, community character, and cultural heritage; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,  BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Research and Development to provide a grant to Self Discovery Through Art for its “Recovery, Resilience, ReCreation Online Facilitator Training Program.” BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $5,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $5,000      CREDITED TO:    010.161.5163.18 Department of Research and Development $5,000   Big Island Film Office    115 Misc. Contract Services    (Self Discovery Through Art – Online Facilitator Training Program)    BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Research and Development and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
