Box 62 Kailua-Kona, Hawaii 96745 Deaz Ms. Peterson: Subject: FY 2000-2002 Statewide Transportation Improvement Program Thazik you for attending the information meeting held on August 31, and for your follow-up letter of September 15, 1999. As you note, the requests for funds faz exceeds the monies available; and we aze faced with the difficult task of prioritizing all projects within the guidelines set through applicable regulations and policies. To assist us in this effort, we have convened an advisory committee consisting of the state and county planning and transportation directors. (Your county's Planning and Public Works departme;,ts aze participants). Working through this committee, we hope to come up with a reasonable and equitable expenditure plan to optimize the use of our limited resources. Your comments have been noted and will be considered in reviewing the projects on the draft STIP list. As for those projects not on the list, which you aze recommending be added-- ' Avenue Phase II Kaapuni o Hawaii Pathway, Old Walua Road Extension • Railroad Bikeway from Hilo to Hawaiian Paradise Park These projects fall under the purview of the County of Hawaii. We assume they will request that these projects be included in the STIP when the eligibility and "readiness" criteria can be met. Ms. Ann C. Peterson STP 8.9262 Page 2 September 23, 1999 ' Waimea Trails and Greenways Project This project has been deferred from the current FY 1999 element of the STIP and has been included in the draft FY 2000 program. Please note, however, that the FY 2000 program must still be constrained, so pursuit of project is subject to funding availability. ' Highway 130 Shoulder Improvements We plan to request legislative authority and funding during the next biennum session. Until we have the local match in place, this project is not eligible for inclusion in the STIP. Your continued involvement and interest in our transportation programs is much appreciated.
