No. 1003/13ill No. 212 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Parks and Recreation and Public Safety, to which was referred Bill No. 212, <br /> reports as follows: <br /> Bill No. 212, transmitted via Communication No. 1003, from Council Member Ashley L. <br /> Kierkiewicz for District 4, dated September 16, 2022, amends the Parks and Recreational <br /> Facility Schedule, Chapter 15, Article 8, Section 15-68.1 of the Hawaii County Code 1983 <br /> (2016 Edition, as amended). <br /> This measure renames the Pahoa District Park in the Puna region, the "William"Billy" Kenoi <br /> Park" in honor of William"Billy" Punapaia`alaikahala Kenai. <br /> Pursuant to Section 15-67(a)(2)(C) of the Hawaii County Code,parks and recreation facilities <br /> may be named for a person who has "contributed significantly to the recreational programs in the <br /> community in which the open area is located," "achieved significant recognition on the national <br /> or international level," or "accomplished significant achievements in other fields of endeavor <br /> which have been of benefit to other persons". <br /> Pursuant to Section 15-68 of the Hawaii County Code, all parks and recreational facilities shall <br /> be named by ordinance and included within Schedule 15-68.1 of the Hawaii County Code. <br /> Council Member Ashley Kierkiewicz voiced several reasons for introducing this measure to <br /> honor the former Mayor Billy Kenoi. <br /> Mr. Justin Kenoi, former Mayor Billy Kenoi's son, attended in Chambers to express his gratitude <br /> and humbly voiced his support. <br /> Parks and Recreation Director Maurice Messina appeared via zoom and expressed his support for <br /> this measure and acknowledged his support for recognition of other pillars of community. <br /> Several council members spoke in favor of this bill. <br /> The vote was taken to forward Bill No. 212 to first reading with eight in favor.
