Your Committee on Finance,to which was referred Resolution No. 558-22,reports as follows:
Resolution No. 558-22,transmitted by Council Member Herbert"Tim"Richards III, via
Communication No. 1006 dated September 16, 2022, awards a Public Access, Open Space, and
Natural Resources Preservation Maintenance Fund stewardship grant to North Kohala Community
Resource Center for public safety maintenance and preservation of Pao`o in North Kohala.
This resolution approves a grant of$34,898 to North Kohala Community Resource Center, a 501(c)(3)
nonprofit organization,to partner with Kohala Lihikai to protect,preserve, and restore the Pao`o
property(Tax Map Key: 5-7-001:005, pursuant to Section 10-16(h) of the Hawai`i County Charter
Committee Member Richards thanked testifiers for coming forward to support this measure.
Committee Member Ashley L. Kierkiewicz thanked Mr. Richards for working with his community. She
asked Finance Director Sako to clarify how funds can be spent in regards to covering administrative
expenses, specifically if a fiscal sponsor has performed the required administrative duties in managing
this fund. She also questioned Ms. Sako if there is a percentage that can be appropriated to pay that
cost. Ms. Sako did not have an answer available, but assured Ms. Kierkiewicz that she will look into it
and have an answer for Ms. Kierkiewicz at the next Council meeting.
Pursuant to Section 10-16(h), Hawai`i County Charter,provides that the Maintenance Fund may be
used for a stewardship grant program, which allows 501(c)(3)nonprofit organizations to apply for
grant-in-aid funding for stewardship projects.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 558-22, and
recommends its adoption.
