Your Committee on Finance,to which was referred Bill No. 217,reports as follows:
Bill No. 217,transmitted by Finance Director Deanna S. Sako via Communication No. 1015 dated
September 16, 2022, as amends Ordinance No. 22-63, as amended, the Operating Budget for the County
of Hawai`i for the fiscal year ending June 30, 2023.
This bill appropriates revenues in the Federal Grants—Hawai`i County Police Department 2023 Special
Traffic Enforcement Patrol Grant account($574,234); and appropriates the same to the Hawaii County
Police Department 2023 Special Traffic Enforcement Patrol Grant account. Funds would be used for the
department's Distracted Driving, Traffic Services, and Speed Enforcement programs.
Committee Member Ashley Kierkiewicz extended gratitude to Traffic Safety Coordinator
Torey Keltner, expressing her understanding that administering County funds is not easy; and the fact
that Mr. Keltner is managing multiple accounts, is a testament as to how he is able to get the resources
and get it done for the Hawai`i County.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 217, and recommends
its passage on first reading.
