REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: October 4, 2022 Re: Comm.No. 1019/Bill No. 219 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Bill No. 219,reports as follows: <br /> Bill No. 219,transmitted by Committee Member Herbert"Tim"Richards via Communication No. 1019 <br /> dated September 21, 2022, amends Ordinance No. 22-64, as amended,relating to Public Improvements <br /> and Financing,thereof for the fiscal year July 1, 2022 to June 30, 2023. <br /> This bill adds the Parks and Recreation—Kamakoa Nui Park—Recreation Facilities Expansion project <br /> ($2 million)to the Capital Budget. Funds for these projects shall be provided from General Obligation <br /> Bonds, Capital Projects Fund—Fund Balance and/or other Sources ($2 million), and would be used for <br /> the development of pickleball and tennis courts at Kamakoa Nui Park in Waikoloa. <br /> Committee Member Herbert M. "Tim"Richards III provided a brief explanation on how this bill <br /> developed through a"Talk-Story" session, stating the park was built incorrectly and the playing fields <br /> are in unusable condition. There was discussion of revitalizing the park. The community suggested <br /> pickle ball and tennis courts.
