Your Committee on Finance,to which was referred Bill No. 219,reports as follows:
Bill No. 219,transmitted by Committee Member Herbert"Tim"Richards via Communication No. 1019
dated September 21, 2022, amends Ordinance No. 22-64, as amended,relating to Public Improvements
and Financing,thereof for the fiscal year July 1, 2022 to June 30, 2023.
This bill adds the Parks and Recreation—Kamakoa Nui Park—Recreation Facilities Expansion project
($2 million)to the Capital Budget. Funds for these projects shall be provided from General Obligation
Bonds, Capital Projects Fund—Fund Balance and/or other Sources ($2 million), and would be used for
the development of pickleball and tennis courts at Kamakoa Nui Park in Waikoloa.
Committee Member Herbert M. "Tim"Richards III provided a brief explanation on how this bill
developed through a"Talk-Story" session, stating the park was built incorrectly and the playing fields
are in unusable condition. There was discussion of revitalizing the park. The community suggested
pickle ball and tennis courts. Mr. Richards said this is part of the County's wishlist, and the first step to
accomplishing this.
Committee Chair Matt Kaneali`i-Kleinfelder spoke in support this measure, and feels this will be a
positive project for the community, and will not just serve the people of District 9 but for the whole
County, as well.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 219, and recommends
its passage on first reading.
