A RESOLUTION TRANSFERRING/APPROPRIATINGAN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANTT ARTS AND SCIENCE
CENTER FOR EXPENSES FOR THE NANAWALE COMMUNITY ENGAGEMENT
EVENT.
WHEREAS, Arts and Science Center is a 501(c)(3) nonprofit organization that supports
community development, greater access to education, and improving the quality of life through
learning with aloha; and
WHEREAS, communities have been slowly reconnecting and congregating after
COVID health and safety guidelines limited community events and gatherings for the last two
and a half years; and
WHEREAS, Arts and Science Center along with the Ndndwale community is hosting a
community engagement event on November 12, 2022, at the Ndndwale Community Center
intended to increase connections, promote social resources, and enhance resilience within and
between neighborhoods in Puna; and
WHEREAS, Arts and Science Center is the fiscal sponsor for the November event and
will procure the necessary equipment, materials, and services; and
WHEREAS, Arts and Science Center is requesting funds for food, musicians,
decorations, sanitation supplies, and materials for the community engagement event; and
WHEREAS, one of the goals of the Department of Liquor Control is to support alcohol-
free and drug-free community events; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Arts and Science Center to assist with expenses for the
Ndndwale community engagement event.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
