Dear Chair Dominic Yagong and members of the Hawaii County Council:
RE: Statement in Opposition to Bill 17 Draft 2 (Plastic Bag Ban)
My name is Steve Ueda from Suisan Company, Ltd.. Suisan is a distributor of food and food-
related products to about 700 restaurants, drive-ins, deli's, convenience stores, and other
foodservice businesses on Hawaii Island.
Our business customers choose to use plastic bags because they are economical, functional, and
space efficient. Plastic bags are especially useful for foodservice businesses to package take-out
foods because:
• Foods may be served in a hot or cold liquid form, such as soups or stews.
• Foods may be greasy, such as fried chicken.
• Foods may generate steam or condensation.
Plastic bags are very moisture and grease resistant, and are a very economical solution to contain
food products without tearing or spilling.
We oppose passage of Bill 17 and respectfully request that the County of Hawaii allow
foodservice businesses to choose the best packaging for their needs.
