Your Committee on Finance, to which was referred Resolution No. 580-22,reports as follows:
Resolution No. 580-22,transmitted by Finance Director Deanna S. Sako via Communication No. 1045
dated September 30, 2022, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year agreement for managed services for the Department of Information
Technology.
This resolution authorizes the Mayor to enter into a three-year agreement with Hawaiian Telcom for
cybersecurity protection,with an approximate monthly cost of$3,088.20.
Committee Chair Matt Kaneali`i-Kleinfelder asked for a brief summary from Information Technology
Director Scott Uehara.
Committee Member Ashley L. Kierkiewicz expressed gratitude towards Mr. Uehara.
Chair Kaneali`i-Kleinfelder asked Mr. Uehara a question regarding the current cybersecurity plan.
Mr Uehara expressed that he would rather have that conversation with Chair Kanealii-Kleinfelder
privately to avoid publicly giving away the County's defensive measures. Mr. Uehara further expressed
how important this agreement is to protect the County's information.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be
approved by Council resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 580-22, and
recommends its adoption.
