Your Committee on Finance,to which was referred Bill No. 223,reports as follows:
Bill No. 223, transmitted by Finance Director Deanna S. Sako via Communication No. 1038 dated
September 30, 2022, amends Ordinance No. 22-64, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2022 to June 30, 2023.
This bill adds the Environmental Management Hilo Waste Water Treatment Plant Upgrades—State
Revolving Funds project($17 million)to the Capital Budget. Funds for these projects shall be provided
from State Revolving Funds ($17 million), and would be used for improvements to the wastewater
treatment plant in Hilo.
Environmental Management Business Manager Robin Bauman appeared via Zoom to provide a
summary of the measure.
Committee Member Susan L. K. Lee Loy spoke in support of the resolution, and asked Ms. Bauman to
further explain the State Revolving Fund and its advantages. Ms. Bauman described the fund's low
interest loans. Ms. Sako stated thai the Finance Department tries to utilize the State Revolving Fund
whenever possible.
Committee Members Rebecca Villegas and Herbert"Tim"Richards III provided comments in support.
Committee Member Ashley L. Kierkiewicz expressed reservations to support the measure without
a copy of the project's master plan and requested that it be provided. Ms. Sako requested
Ms. Kierkiewicz's support to move this measure forward. Ms. Kierkiewicz then agreed to support.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 223, and recommends
its passage on first reading.
