Your Committee on Finance,to which was referred Bill No. 226, reports as follows:
Bill No. 226,transmitted by Finance Director Deanna S. Sako via Communication No. 1041 dated
September 30, 2022, amends Ordinance No. 22-63, as amended,the Operating Budget for the County of
Hawaii for the fiscal year ending June 30, 2023.
This bill appropriates revenues in the Federal Grants—State Homeland Security Program Fiscal Year
2018 account ($26,057.96); and appropriates the same to the State Homeland Security Program Fiscal
Year 2018 account. The funds would be used by the Civil Defense Agency for its Hilo Emergency
Operations Center Enhancement Project.
Committee Member Susan L. K. Lee Loy asked for clarification on the year account as it is for fiscal
year 2018. Ms. Sako replied with a brief summary of the funds explaining that Ms. Lee Loy is correct,
but that Civil Defense received three years to spend the funds.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 226, and recommends
its passage on first reading.
