Your Committee on Finance,to which was referred Bill No. 227, reports as follows:
Bill No. 227,transmitted by Council Member Aaron S.Y. Chung via Communication No. 1050 dated
October 10, 2022, amends Chapter 19, Article 13, Section 19-104 of the Hawaii County Code 1983
(2016 edition, as amended),relating to Real Property Solar Water Heater Tax credit.
This bill eliminates eligibility for the tax credit when the installation of a solar water heater is required
by law and increases the tax credit from $300 to $400.
Mr. Chung briefly explained the intent of this bill. Mr. Chung also mentioned that Finance Director
Deanna Sako and Real Property Tax Administrator Lisa Miura both approved of the proposed tax credit
increase.
Committee Chair Matt Kaneali`i-Kleinfelder commented in support and suggested a higher increase
from Mr. Chung's proposed increase to $500, due to inflation.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 227, and recommends
its passage on first reading.
